Maram Foundation for Relief and Development is a non-profit organization continues to accommodate, deliver services, provides basic and crucial assistance to those in need due to the humanitarian emergencies resulting from Syrian crises.

Maram Foundation has an immediate vacancy for Admin & HR Manager to join our team in Gaziantep, Turkey. The successful candidate will give support to the foundation in Turkey and to our team in Syria, with a strong focus on the employee lifecycle (recruitment, alignment, integration, professional development and exit). The HR and Payroll Manager plays a crucial and strategic role in Maram Foundation multi-regional teams, advise on, coordinate and accompany all human resources activities across the Foundation.

The position holder will provide practical, consistent, and hands-on support, direction and advice to the foundation managers and all staff on HR policies, rules, procedures and best practices. The HR and Payroll manager will work closely with program teams to align Maram Foundation HR practices with donors/ partners core values, legislations and requirements to facilitate achievement of the objectives and targets of the foundation.

Key Responsibilities

  1. Develop and implement annual, periodic, project based Human resources need plan, and prioritize hiring activities for the whole organization, manage all recruitment screening, induction, salary, benefits, administration, and enforce relevant policies, without compromising compliance.
  2. Manage payroll and budget allocation processes, participate in project payroll plan, start up and close out meetings. Manage adequate HR budget for each individual project, and payroll project allocation budget for foundation as a whole (Turkey and Syria)
  3. Align HR key objectives and priorities to the donors and local authority strategic objectives, practices and priorities in order to recruit and develop competent and efficient staff.
  4. Develop, update and implement long and short term HR strategies, SWAT analysis and initiatives aligned with the overall foundation strategy.
  5. Advising senior management on potential HR risks regarding legal and staff management issues.
  6. Participating in discussions about structure and organizational development and change and supporting recruitment of senior positions.
  7. Manage talent and staff development is instituted and viable succession plans and career plans are in place.
  8. Track skills (capacity) development of Managers, and staff using performance management assessments and self-appraisal, advise senior management on staff training needs, and support the implementation of training.
  9. Control and monitor all employment contracts, and consultancy, adequately protect donor, foundation and employee interests.
  10. Counsel employees on their terms and conditions of service, problems and grievances. Take lead in arbitrating on disciplinary issues and performance management issues. Manage staff issues (e.g. disciplinary, grievance) in line with the HR policy and in line with the local labor laws (Turkey/Syria to minimize all associated risks).
  11. Keep audit-quality, legally compliant records of contracts and personnel transactions such as hires, promotions, leave, grievances, performance reviews, and terminations. Track Audit reports, lead the HR team in developing action points and follow up the implementation of the audit actions points.
  12. Provide direction and supervision of the HR staff, manage field HR staff, including preparations of job descriptions, monitoring and providing feedback on performance and providing coaching for performance results.
  13. Manage office administration
  14. Participate in designing and delivering staff celebrations, gatherings and recognitions.
  15. Perform other duties assigned by senior management related to HR.

Required Qualifications Skills and Competencies Managing NGO Human resources department in Turkey and Syria can present a challenge to even the most professional HR manager, as they present complex environments that require an unprecedented level of managerial skills.

  • Therefore, you must have a deep understanding of the management challenges presented in this field.
  • Degree in Human Resources Management/ Organizational Behavior/ or related field and a Higher Diploma in Human Resource Management.
  • Three to four years proven experience in a HR senior position, including high performance in the full range of human resource management activities (recruitment and selection, performance management, development, talent management, reward, employee relations etc.)
  • Substantial knowledge of Human Resource, payroll administrative procedures and systems either through experience gained from human resources working experiences or from a similar NGO
  • Substantial knowledge of Turkey and Syria employment law
  • Ability to influence and persuade decisions at senior management level

Job Requirements Related to the Syrian Conflict

  1. Familiar with the Syrian conflict, Syrian NGOs and stakeholders
  2. Professional experience in managing people
