The Opportunity

The Accountability Manager will work with program team and MEAL team to put the children and communities at the centre of our work through supporting the Country Office to integrate child-friendly, gender-sensitive, inclusive, accessible, and appropriate accountability systems and child participation in all contexts. The post holder will play a facilitative role to support to integrate meaningful and ethical child participation within their work. The post holder will be expected to mentor and/or capacity build MEAL, technical and programme staff as well as partner staff. The Accountability Manager will support the generation of evidence and learning on Accountability Effectiveness and Child Participation. This role is intended to support Save the Children’s global strategic initiatives (including Shifting the Power) as well as our commitment to the Core Humanitarian Standard and the Grand Bargain Participation Revolution. Additionally, the post holder will work closely with Disaster Emergency Committee (DEC) project team to ensure Accountability Standard Operating Procedures (SOPs) and systems are developed, roll-out and standardized.

KEY AREAS OF ACCOUNTABILITIES:
Accountability Systems designs
1. Conduct Accountability System Review (ASR) and develop a detailed Action Plan based on the findings and recommendations; support the DEC Project team to develop a detailed Accountability Action Plan.
2. Strengthen the operationalization of accountability system and develop/ build upon existing SOPs including processes, systems and tools for information sharing, participation and Feedback and Response Mechanism.
3. In collaborations with TAs and Programme Implementation team develop thematic guidelines for Accountability to Affected Population; ensure DEC project has a robust Accountability Plan in place to mainstream and integrate Accountability in programme implementation and close-out.
4. In collaborations with Accountability Specialist, roll-out Accountability SOP, guidelines at provincial, thematic and project levels.
5. Develop processes and systems to monitor, evaluate and learn from accountability systems including the use of data.

B. Capacity Development on Accountability
1. Develop a capacity building plan for DEC project and wider CO staff on accountability for different audiences based on evidence from ASR and staff consultations and engagements.
2. Work closely with MEAL, child protection/participation and child safeguarding colleagues to train SCI and partner staff on accountability to affected children and communities; particularly on child participation, child safeguarding, child friendly mechanisms, analysis and communication to management to inform decision-making; ensure there is a clarity of understanding of the link between Child Safeguarding and Feedback and Response Mechanisms.
3. Leverage on existing trainings, workshops, orientation on MEAL for programme/ project teams to orient staff on Accountability emphasizing its importance in SCI; Support DEC project team to integrate Accountability session in trainings for both SCI (including community-based staff members) and partner staff members.
4. Establish process and communication protocol between accountability focal points and program focal points in strengthening accountability to affected population.
5. Documentation of capacity building initiatives and support in organizing materials as necessary for knowledge management.
6. Support Accountability focal points, MEAL staff to conduct periodic visit to project location to monitor the accountability progress and status.

QUALIFICATIONS AND EXPERIENCE:
Academic qualification: A Post Graduate Degree in a relevant field (social sciences)
Essential:
1. At least 6 years’ experience preferably in MEAL/Accountability including in fragile contexts
2. Excellent communication and influencing skills, with a proven record of convincing senior leadership to support improvements in program quality.
3. Excellent knowledge of the field of communication and community engagement, including key sector commitments such as the Core Humanitarian Standard (CHS) and Grand Bargain Participation Revolution.
4. Experience in setting up accountability systems, including feedback and reporting mechanisms and information sharing processes using multi-modal approaches, particularly in fragile contexts
5. Experience in designing, managing, and supporting others to implement safe, meaningful, and ethical child participation in different stages of the programme and response cycle.
6. Experience of qualitative and quantitative data analysis and ability in using data and analysis to influence programmatic change.
7. Proven capacity to supervise, train and coach/mentor staff.
8. Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandates and child rights and an ability to ensure this continues to underpin our support.

Desirable:
9. Experience working for a child rights organisation and of child rights programming.
10. Experience managing large scale children’s consultations.
Experience of working with local and national partners on the topic of accountability to children and communities and/or child participation.
