The African Continental Free Trade Area (AfCFTA) is one of the flagship projects of the African Union Agenda 2063 and is expected to be a key driver for Africa to realise continental structural transformation and industrialisation, as envisaged in the AU Agenda 2063’s shared roadmap for inclusive and sustainable growth for Africa.
To carry out the mandate of the AfCFTA, its Secretariat has been organized into two Executive Offices (The Office of the Secretary General and that of the Deputy Secretary General) and a number of Directorates such as Trade in Goods & Competition and Trade in Services Directorates, Customs Administration and Institutional Matters & Programme Coordination Directorates among others.

The Executive Offices and Directorates have been established to lead and manage the operations of the various units being: The Communications Division, Protocol Division, Market Access Division, Rules of Origin and Trade Remedies Divisions, Customs Enforcement and Transit & Trade Facilitation Divisions as well as Trade in Services, Investment and Intellectual Property Rights Divisions, Women and Youth in Trade and SME’s Division, Digital Trade Divisions to name a few.

These various divisions have been staffed considerably and work has begun in earnest, respectively at the various divisions. The total number of staffs on board so far is around 170.

It is in this context that GIZ, on behalf of the AfCFTA Secretariat is in search of the services of a Senior Learning & Development Expert Consultant, to support the Learning & Development function within the Secretariat through the provision of the following services:

  1. Prepare a Strategic Learning & Development plan for the next three years in alignment with the AfCFTA Strategic Plan

  2. Implement the approved Learning & Development initiatives outlined in the plan for 2024

  3. Develop a tailored onboarding programme for newly hired staff

  4. Make recommendations on the need for a talent strategy and what should be included in the L&D Plan

    Period of assignment: 30.03.2024 until 30.09.2024 for up to 100 working days.

    Qualifications of the key expert

    Education/training (2.1.1): Master’s Degree in Education Leadership, Project Management or a related field

    Language (2.1.2): Fluency in English (Corresponding to C2 in the Common European Framework of Reference for Languages); and French (Corresponding to C1 in the Common European Framework of Reference for Languages)

    General professional experience (2.1.3): 15 years of professional experience in in executing a Learning & Development role for medium to large organizations

    Specific professional experience (2.1.4):

    10 years’ experience working on L&D topics with international organizations and in an international context

    Experience working with AU or AU organs

    Proven ability to work and interact with people from diverse, professional, social and cultural backgrounds;

    Leadership/management experience (2.1.5): – not applicable –

    Regional experience (2.1.6): Work assignments within francophone and anglophone African contexts

    Development Cooperation (DC) experience (2.1.7): – not applicable –

    Other (2.1.8):

    Computer literacy with proficiency in MS Office Suite.

    Excellent drafting and reporting skills;

    Good knowledge of project management.
