The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a short-term expert consultancy service for the Evaluation and Revision of the African Common Position on Migration & Development.

The aim of the consultancy is the evaluation of ACPMD, which would entail establishing the continued relevance of the ACPMD and conducting a gap analysis of the document against the continental migration management frameworks. The gap analysis would form the basis for revising the ACMPD.

Period of assignment: August 25, 2023, to March 30, 2024, for up to 60 working days (hybrid).

Required qualifications

Qualifications of the short-term expert (expert 1)

Education/training (2.6.1): Master’s degree in the field of social sciences, law, human rights, international relations, migration, or related field.

Language (2.6.2): Business fluency in English and French is required. Knowledge of other AU languages would be a strong asset.

General professional experience (2.6.3):

  • Relevant international work experience of 7 years drafting legal/policy documents,
  • Demonstrable technical experience in migration policy formulation, social research in the area of migration and human mobility (displacement, refugees, diaspora engagement, labour migration, and return/reintegration etc.
  • In-depth knowledge of migration and development issues in Africa.
  • Knowledge of global, continental, and regional policies, laws and initiatives on migration and mobility

Specific professional experience (2.6.4):

  • 10 years’ experience in similar assignments in Africa
  • Experience working with the AUC and other multi-lateral organizations on similar assignments
  • Experience and ability to interact with senior officials (Government officials and representatives of multilateral and bilateral agencies)
  • Experience and ability to navigate political processes in highly sensitive settings
  • Excellent drafting/writing and analytical skill,
  • Strong interpersonal, networking and presentation skills.

Regional experience (2.6.5):

  • Demonstrable work experience in Africa (related to Migration, mixed migration, irregular migration including trafficking in persons, labour migration, diaspora and development, and migration governance).
  • Experience in similar assignments in other regions including at the national level would be an added advantage.

The bidder must provide a clear overview of his/her individual qualifications (through a well and clearly structured CV outlining the requested skills and experiences).
