Human mobility in the context of climate change (HMCCC) is an umbrella term to describe changes of residence in anticipation or response to climate change impacts, and encompasses (internal) migration, forced displacement and planned relocations. More intense and/or frequent extreme weather events as well as gradual changes in the climate and environment are already affecting many people and their livelihoods. In the future, the adverse effects of climate change will continue to have significant impacts on human mobility and be major influencing factors in people’s decisions to leave their homes. Existing migration patterns are most likely to intensify.

At the global and regional level, dataandknowledge need to be improved to shape development-oriented approaches to manage and facilitate migration, reduce internal displacement and achieve transparent, participatory, and demand-oriented relocation.

To address these issues, the German Federal Ministry for Economic Cooperation and Deve­lop­ment (BMZ) commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with implementing a Global Programme (GP) Human Mobility in the Context of Climate Change. The programme’s principal goal is to improve applied know­ledge relating to the sustainable management of human mobility in the context of climate change in our partner regions as well as in German and international cooperation. The programme focuses on:

  • Supporting our partners at regional, national and sub-national level in managing HMCCC through participatory approaches.
  • Developing information and resources on HMCCC. These processes will involve relevant stakeholders, including from knowledge-based institutions and academia, and closing subject-related gaps e.g. through capacity building and institutionalizing exchange platforms.
  • Supporting international processes by feeding knowledge and experiences from the partner regions into German and international development cooperation.

Through the ongoing collaboration between the GP and IGAD, partners have pointed to funding gaps as a major constraint to their ability to implement HMCCC-related projects in the region, particularly with respect to adaptation and resilience activities for the communities who are suffering from the impacts of climate change. This situation is indicative of the widespread gap between growing needs and available resources at the global level and the need to mobilize more financing. Considering this, the Global Programme is launching in collaboration with the IGAD Migration Porgramme and ICPAC, a financing study for HMCCC-related projects implemented by the two units. It is also to be noted that the Global Programme has previously carried out a global study[1] on the main sources of financing HMCCC, as well as existent financial tools and instruments.

This study has the following objectives:

  1. Through consultations with the IGAD Migration Programme and ICPAC, identify the relevant projects relating to HMCCC that planned or are currently being implemented by the two organisations and for which there is a need for financing. Among these projects, under the direction of ICPAC, the IGAD Migration Programme and the GP, select a few flagship projects for which a funding strategy will be produced.
  2. Create a mapping of actors and donors operating in the region and across the globe in the field of HMCCC and isolating potential source of financing for the previously identified projects.
  3. Develop concrete and actionable recommendations as well as a strategy to access financing including comprehensive processes, timeline, guidelines and an outreach strategy.

Requirement and content of the technical and financial proposal

The Financial proposal must be stamped and signed by an authorized representative of the bidding company using the price offer sheet to be provided upon request,

The proposal should be submitted in English and must be sent in English and must be sent by email to ([email protected]) no later than date and time indicated in section 2 above.

Content of technical and financial proposal as follows.

Technical proposal should consist of

The technical offer submitted must contain a detailed methodological concept in accordance with the terms of reference which allows technical evaluation in terms of the objective of the measure.

Furthermore, the technical offer must contain the Curricula vitae for the experts proposed for the project. CVs should include information on:

  • name, title, nationality, date and place of birth, education and professional training,
  • professional experience showing length of employment, countries of assignment, positions held, projects and programs and responsibilities and management experience,
  • Special knowledge, language skills showing fluency.

The offer shall be submitted in the language of the tender documents.

The technical offer may not include any price information. Non-compliance may result in your bid not being considered.

Financial Proposal

The price offer must contain the fee per expert, the travel costs (flight costs etc.) and other costs if necessary, in the specified currency according to Annex 3 (price schedule). Please see the attached Terms of Reference and price sheet for details of the quantities required.

Please calculate your prices including the applicable tax.

Evaluation of Offer

After the final technical evaluation (cf. Assessment Grid for the Technical Evaluation of Bids,), only the price offers of bids with at least 501 points will be opened and evaluated. Technical offers below 501 points will be considered as technical not acceptable. The technical offer has a weighting of 70%, the price offer 30%.

The final result is an overall ranking, headed by the most cost-effective bid. Contract negotiations will be initiated based on this overall ranking.

Validity of Proposals

Proposals should be Valid for a period of not less than 90 days after proposal opening. Proposers are requested to indicate the validity period of their proposals.

General Terms and Conditions

The bid must be based on the General Terms and Conditions of Contract for supplying services and work on behalf of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. In the event of an award of contract, they will become an integral part of the contract. The bidder’s general terms and conditions of business or payment do not apply.

If you are forming a bidding consortium or association, the bid must show who the members are and how the work is divided between them. Specifically, all members must name the lead member and authorize this member to represent the association and to receive payments on behalf of the other members. The members must also acknowledge joint and several liabilities for performing the contract. A corresponding written authorization must be attached to the bid.
