Key areas of engagement include Peacebuilding and Conflict Prevention, Governance and Migration, Regional Economic Integration, as well as Pandemic Prevention and Health.

The 2018 Migration Policy Framework for Africa and its Plan of Action 2018-2030 is one of the key migration policies instruments of the African Union. It was adopted by the Executive Council Session in January 2018, with the request to the AU Commission to conduct a mid-term assessment in 2024 and an end-term evaluation in 2030 of the MPFA implementation. The AUC considers monitoring, evaluation and reporting are essential programme management tools for transparency and accountability. M & E enables key stakeholders to ascertain whether the policy is achieving its stated goal and objectives within the targeted timeframe. In order to implement the decision of the Executive Council, and in line with the Plan of Action of the MPFA, the African Union Commission developed a Monitoring and Evaluation (M&E) Framework for the MPFA 2018. It is expected that this M&E Framework will guide the AUC in ensuring that the MPFA is achieving its goals as a continental policy framework on migration governance.

GIZ is looking for a consortium of consultants/consulting firm to support the AU Commission in the process for the mid-term assessment of the 2018 MPFA.

  1. Objectives

The overall objective of the consultancy is to main objective to assess the level of progress achieved in migration governance on the Continent. The specific objectives of the assignment are to:

  1. Providing a situation analysis of migration on the continent with a focus on key trends in migration at continental and regional (RECs) levels,
  2. Establishing the extent to which Member States and RECs have integrated MPFA recommendations into various development instruments/measures at national and regional levels, through the analysis of key selected indicators,
  3. Assess the level of implementation of the 2018-2030 Plan of Action as well as any initiative of the AU Commission and organs to support the MPFA implementation,
  4. Identify good practices and lessons learned based on case studies from Member States and RECs on improving migration governance at national and regional level,
  5. Identify the challenges faced in the MPFA’s implementation and the opportunities that could be seized,
  6. Assess the relevance of the MPFA within the context of the current migration dynamics and make recommendations on priority interventions/actions by the AU Member States, RECs and the AU Commission.
  7. Tasks to be performed by the contractor

The scope of work for the Consultant will encompass the following:

  1. Preparation/Inception of the assignment. This phase will include initial documentary analysis as well as the development of data collection and analysis tools for the assignment. Based on the indicative list of selected indicators for the assessment[1], it is expected that the consultants will develop tools to collect information from MS and RECs focal points, as well as from the AU CCM. The consultants will also provide comments on the indicative list of selected indicators (e.g.: relevance, availability of data, etc.) and propose draft outlines for the 5 regional reports (one per region[2]) and the continental report. Finally, the consultant will also propose a work schedule based on the effective starting date of the assignment. The draft inception report including the above- mentioned elements will be presented during a virtual inception meeting with the AU CCM and GIZ for comments and feedback. The consultants will finalize the inception report based on recommendations and agreements with the AU CCM and GIZ. The agreed concept and timeframe for the mid-term assessment of the MPFA will then be presented to focal points of AU MS and RECs during an online launch event beginning of March 2023.
  2. Data collection and drafting of reports. This phase will include data collection from primary and secondary sources. Primary data will be collected from MS and RECs focal points through questionnaires and/or online interviews where necessary. Secondary data will be collected from existing data sources on migration governance, in line with the selected list of indicators. Based on information collected, the Consultants will provide 5 draft regional reports[3] with: ♦Key regional trends on migration and key issues related to migration governance, ♦Overview of achievement of selected indicators for all MS and RECs, ♦Possible case studies/ good practices by AU MS and RECs regarding migration governance or any MPFA topic that could be of interest to other MS and/or REC, ♦Challenges in MPFA implementation at regional level and opportunities to be seized. The first drafts of the 5 regional reports will be submitted to the AU CCM and discussed during an online meeting in June 2023. Following feedback from the AU CCM and GIZ, the draft reports will be revised and shared by the Consultants in July 2023; the AUC will then ensure translation and submission to MS and RECs focal points in preparation of a review and validation workshop.
  3. Presentation of key findings and collection of feedback from MS and RECs. The AUC will organize a 2-day continental review and validation workshop with focal points from AU Member States and RECs. The objective will be to present the draft regional reports and obtain inputs and feedback in view of their finalisation. It is expected that the Consultants will present the regional reports and facilitate break-out sessions to collect feedback and comments from MS and RECs representatives. The Consultants will also take part in a one-day physical debriefing session with the AU CCM immediately after the continental workshop, in order to share feedback and main take aways from the continental workshop, as well as agree on the way forward. Following the workshop, the consultants will submit a workshop report with a synthesis of key comments and recommendations from the participants for the finalization of the regional assessment reports from their sessions (per region), and general comment/recommendations regarding highlights of the continental report.
  4. Review and finalization of reports. Based on the comments and recommendations from MS and RECs, as well as agreements with the AU CCM, the Consultant will revise the 5 regional reports. Based on the regional reports, a continental report highlighting key migration trends, areas of progress and challenges, selected good practices, implementation level of the MPFA Plan of Action, relevance of the MPFA within the context of the current continental migration dynamics and recommendations on priority interventions/actions by the AU Member States, RECs and the AU Commission will also be prepared by the Consultants. The continental report as well as the revised regional reports will be submitted to the AU CCM in November 2023 for review. If necessary, online sessions will be organized with the Consultants to facilitate timely and efficient feedback on the reports. Following this, final versions of all reports will be submitted in December 2023.
  5. Support to the preparation of dissemination material. In view of the dissemination of the assessment reports, the Consultants will collaborate with AUC and GIZ communication experts to prepare various dissemination material. The main tasks of the Consultant will be to provide key messages from the 5 regional reports and the continental report (main trends, key progress and good practices, main challenges, main recommendations). These will form the basis of any flyer/brochure/infographics that will be shared with MS, RECs, CSOs, development partners, academia, etc on the results/outcomes of the MPFA mid-term assessment. The Consultants will also provide feedback on the draft communication materials before their finalization.
