Consultancy to Develop Country Profiles on Small-Scale Farming and Pastoralism

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is would like to invite all interested bidders (consulting firms only) who are eligible to participate in this open tender, to submit their proposals to develop “Country Profiles on Pastoralism and Small-Scale Farming”.

The main objective of the Country Pastoralism and Small-Scale Farming Profile is to identify the current status of the governance landscape for pastoralist and small-scale farming in South Sudan, South Africa, Nigeria, Eritrea, Burkina Faso, Niger, Tunisia, Egypt and Mauritania. As this will inform SLGA’s capacity to provide advisory support on such issues to decision makers and other stakeholders.

A company will be contracted to conduct the research and develop the Country Profiles which will be managed by the Land Governance Program Lead at SLGA and will provide the consulting firm with all the necessary background documents, as need be or on request.

Tasks:

  • The firm will present a suitable reporting template, framework and methodology in carrying out the task through a workplan and inception report.
  • No travelling is required on this task as it is expected the research will primarily be done by desk review of all relevant documents and libraries including country and regionally sourced data. The firm can conduct virtual and telephone interviews with identified stakeholders.
  • Follow a consistent style and format in line with a template submitted by the company. The template would be validated by SLGA at the inception phase.
  • The profiles should go through editorial lens to ensure grammatical errors are addressed and the language flows effectively for end -user consumption.
    • Assessment of the state of the Pastoralism and Small-Scale farming in the country with specific attention to the role of women and the climate change and factors that support or inhibit positive land governance actions
      – Assessment of land policies and legislative frameworks, institutions and human capacities as related to the Pastoralism and Small-Scale farming
      – Assessment of available research on the impact of Pastoralism and Small-Scale farming to socio-economic growth and social cohesion
      – An overview of past and ongoing international or regional cooperation in support of Pastoralism and Small-Scale farming
      – An overview of best practices and trends in support of Pastoralism and Small-Scale farming. This can be in reference to national, regional, continental and global frameworks including the AU Land Agenda, Guidelines on Large Scale Land Based Investments, the Malabo Declaration, national action plans and other frameworks from the AU, RECs and recognised institutions.
      – Identification of the actors and functions in land governance actions with focus on Pastoralism and Small-Scale farming
      – Identify and recommend public policy implications in support of Pastoralism and Small-Scale farming for growth and social cohesion.

Key deliverables

The consultant should hand in the following deliverables:

  • Nine Country Profiles in English and French, with an approved design and layout by GIZ and PDF for print and for web.
  • Each Country Profile will be a minimum of 8 pages and maximum of 15 this does not include references. Each Profile will contain pictures with appropriate copyright and license that do not violate intellectual property.
  • All Profile will conform to the same design and format.
  • Produce a 5 page summary or overview factsheet or executive summary document with the key messages, findings, challenges, that exist across the countries.
  • All products designed and produced in GIZ branding specifications.

The consultants may be expected to present main findings and key message emerging from profiles at an internal meeting with NELGA coordinators.

Required qualifications:

Expert 1 -Team Leader:

Tasks of the team leader

  • Overall responsibility for the advisory packages of the contractor (quality and deadlines)
  • Coordinating and ensuring communication with GIZ, partners and others involved in the project
  • Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts
  • Regular reporting in accordance with deadlines

Qualifications of the team leader

  • Education (2.1.1): Advanced University Degree (PHD) in the area of land governance, agriculture, economics or related field;
  • Language skills (2.1.2): business fluency in English and French.
  • General Professional experience (2.1.3):10 years extensive expertise in research and developing country reports in governance subjects;
  • Specific experience (2.1.4): Expertise in research or academia on subjects around Pastoralism and Small-Scale farming will be an advantage; Experience in working with the research institutions or academic space.
  • Leadership and Management experience (2.1.5): Experience managing teams or department or units
  • Regional experience (2.1.6): Familiarity with AU land policy terrain, frameworks and instruments; Familiarity with regional land administration frameworks and instruments
  • Development experience (2.1.7): Carried out research actions with regional bodies like African Union, IGAD, World Bank etc will be an advantage;
  • Others (2.1.8): Excellent knowledge of qualitative research methods with academic attestations and proof.

Expert 2 – Pool of 9 experts

Qualifications of the short-term expert pool

  • Education (2.2.1): 9 experts with advanced University Degree (Masters) in the area of land governance or related field
  • Language skills (2.2.2): English or French based on the country of cover
  • General professional experience (2.2.3): 9 experts with 10 years extensive expertise in research and developing country reports;
  • Specific experience (2.2.4): 9 experts with experience in working with the research institutions or academic space. Research actions with regional bodies like African Union, IGAD, World Bank etc will be an advantage;

Expert 3 – Communication Expert

  • Education (2.3.1): Advanced University Degree (Masters) in the area of Communication, Media, or related field;
  • Language skills (2.3.2): Fluency in English and French.
  • Professional experience (2.3.3):
  • 5 years extensive expertise in research editing and proof reading
  • 2 years experience in graphic design
