Knowledge Management Specialist, USAID Monitoring, Evaluation, and Learning (MEL) Activity, Manila, Philippines

Proposal Objective:
Social Impact is pursuing an anticipated four-year contract to provide comprehensive monitoring, evaluation, and learning (MEL) support to the USAID/Philippines Mission and implementing partner projects. The contract will provide services to improve design, monitoring, evaluation, and learning and adapting for the portfolio of projects. This activity will cover USAID-funded projects implemented in the Philippines, Pacific Islands, and Mongolia, and is anticipated to be awarded in May 2023.

Position Description:
SI is seeking a Knowledge Management (KM) Specialist to lead knowledge management and sharing of best practices. The Specialist will coordinate KM across the project activities, including working closely with implementing partners and USAID Mission staff.

The position is a full-time position for the four-year duration of the project, and will be based in Manila, Philippines, contingent upon contract award.

Responsibilities:

  • Support the Senior Collaboration, Learning, and Adapting (CLA) Specialist in facilitating strong collaboration, learning, and adapting practices, including techniques for gathering, organizing, disseminating, and applying knowledge to improve USAID programs in the Philippines, Mongolia and the Pacific Islands.
  • Gather, synthesize, and create systems for maintaining and disseminating key information.
  • Develop a knowledge management sustainability strategy to ensure lessons learned and best practices are stored and shared with USAID, stakeholders and implementing partners.
  • Coordinate knowledge management products, services, approaches and tools.
  • Assist USAID in adopting and strengthening knowledge management systems and processes.
  • Oversee development and presentation of data for evidence-based learning and decision-making.
  • Conduct and facilitate knowledge exchange events, knowledge management communities of practice with stakeholders and disseminate best practices.

Qualifications:

  • Minimum of a Bachelor’s degree in social sciences, evaluation services, international development, public policy, or another relevant field.
  • At least five years’ experience building and/or strengthening knowledge management systems for development organizations and/or projects, preferably for USAID-funded contracts.
  • Demonstrated experience in and knowledge management, data visualization and communication in development.
  • Demonstrated knowledge of and experience working with USAID M&E and information systems.
  • Experience using knowledge management software and development and use of databases.
  • Ability to work well with data visualization tools (ArcGIS, SPSS and Excel).
  • Advanced professional fluency in written and spoken English and Tagalog.
