1. Summary of the Consultancy Services
This Term of Reference is associated with a call for a VAT registered firm based in Tanzania or individual to provide consultancy services to Hand in Hand Eastern Africa (TZ) to write an annual report for the Confidence and Competence project which was implemented in Arusha District, Arusha, Tanzania.
2. Introduction
Hand in Hand Eastern Africa Tanzania is a registered Non-Governmental Organization (NGO) in Tanzania with headquarters in Nairobi, Kenya. HiH EA (TZ) is part of the Hand in Hand International which works with the marginalized, vulnerable poor rural and peri-urban smallholder farmers (80% women) to help them uplift out of poverty through the power of enterprises and job creation. The organization started operations in Kenya in October 2010, and started its operations in Tanzania in 2018, and works in Arusha and Kilimanjaro regions where its headquarters in Tanzania being based in Arusha region. It has mobilized over 28,386 members into different projects implemented in Tanzania; 18,411 enterprises have created/enhanced so far and 25,486 jobs have been created
Hand in Hand Eastern Africa (TZ) is a part of Hand in Hand International, its business model is based on setting up or mobilizing self-help groups that act as savings groups, delivering enterprise skills through trainings, promote financial access and provide linkage to broader markets.
- Background
3.1 The project and how it evolved
The project supported community members in Meru district with entrepreneurial and leadership skills to launch or strengthen their own small businesses and thereby increase their income and financial resilience. The project aimed to support 600 entrepreneurs (540 women and 60 men) with 40 percent youths and 60% adults for over 24-months. Training programs were built on the HIH Eastern African four-step approach: self-help group formation, capacity building, access to credit/ savings, and market linkages, delivered through seven core training modules. In addition to the core training modules, HIHEA (TZ) partnered with Resonate to provide focused support to women’s leadership and confidence through a training module nurturing soft skills. This training component encouraged the beneficiaries to retell and reflect on personal stories of success, thus developing their ability to speak up, to overcome challenges and to make decisions.
4. Objective
Hand in Hand Eastern Africa, Tanzania seeks to engage a dynamic and highly skilled firm or individual consultant in the role of report writer to develop an annual project report of the Confidence and Competence project. This was a 24-months project implemented since January, 2020. Under the supervision of the Country Manager and Branch Manager. The report writer will be responsible for drafting and finalizing the end of project Results Report (Annual report) in the given timeframe. The incumbent will consult with the Country Manager and Branch Manager for direction on source show_content and methodologies. **
5. Specific activities to be completed to achieve the objectives:
The incumbent will:
· Conducting desk research and analyzing all necessary project documents, including training modules and materials, reports, and datasets.
· Propose and discuss report structure and format with the planning team (show_content presentation, best use of case studies, visual elements, etc.)
· Review background materials, including but not limited to Hand in Hand Eastern Africa, Tanzania style guidelines, previous Annual Results Reports, Mid-Year Review and endline review.
· Consult external sources as determined by the Hand in Hand Eastern Africa (TZ) team
· Draft and edit report text – including charts and graphs, as needed – of not more than 40 pages, ensuring accuracy and currency of all show_content
· Consolidate other input into report annexes, to include financial information, partnerships and publications information, among others
· Finalize the end project final Results Report, integrating any feedback from Hand in Hand Eastern Africa, Tanzania management and ensuring accuracy, clarity and coherence.
· Submitting and presenting the final report to the organization.
· Finalizing the final draft report with comments been incorporated
· Submit one soft and hard copies of final report to the organization
6. Qualifications
· Advanced university degree in Development studies, Rural Development, Communications, Creative Writing, Social Sciences or a related field
· At least 7 years of relevant professional experience
· Proven experience in report writing demonstrated through at least 2 samples
· Experience in report writing will be an added advantage.
· Fluent in both written and spoken Swahili and English languages*.*

The task will take a total of two weeks from 01st to 15th March, 2022
