Organizational Setting and Work Relationships

Under the supervision of the Deputy Controller, the Senior Financial Systems Coordinator supervises the System Administration Section (SAS) within the Global Finance Service within the Division of Financial and Administrative Management (DFAM). DFAM is responsible for safeguarding and reporting on the financial resources entrusted to UNHCR. As the owners of the internal control framework, the Division sets and maintains financial and administrative systems, policies, and procedures, with the aim of promoting cost-effective and transparent use of these resources.
Within this context, SAS provides DFAM with support on the multiple systems DFAM relies on in order to execute its functions. The Senior Financial Systems Coordinator is essential to ensuring the application of the Financial Internal Control Framework via development, administration, and support to the financial control systems. The financial systems are fed by data relating to payroll, procurement, travel, implementing partners and payments.
The Senior Financial Systems Coordinator will work closely and regularly with the Heads of Services/Sections/Units within the Division and liaise with counterparts in other Divisions/work units at Headquarters as well as with Bureaux and field and country offices as required. DIST and the BTP coordinators are critical partners. S/he supervises a team in Budapest and Geneva.
The incumbent must be able to work independently with limited supervision / guidance. S/he should possess excellent organizational, planning and coordination skills, and be able to work under pressure with senior colleagues in a professional manner to meet specific deadlines. S/he should be able to reflect long and complex deliberations on high-level issues into concise and understandable guidance and process documentation. It is critical the incumbent understand complex concepts of financial accounting and reporting.

Duties

  • Serve as the business coordinator for finance for the ERP (Oracle) implementation.
  • Ensure finance requirements for the system are fully understood by partners and implemented.
  • Streamline financial business processes maximizing available technologies.
  • Coordinate integration needs between various platforms supporting contribution management, compensation, implementing partner advances, budgeting, and reporting (Salesforce, Workday, Aconex, Board, PowerBI and ServiceNow) and Oracle.
  • Post go-live, serve as the Oracle technical expert, supporting DFAM in stabilization, ensuring financial reporting needs are met from both an IPSAS and management reporting basis.
  • Coordinate trouble shooting and enhancements.
  • Design, maintain and monitor the user access control system for the ERP.
  • Work with subject matter experts to validate segregation of duties requirements and exception behaviours in the ERP to be monitored and followed up with relevant offices.
  • Support offices in understanding how access control works so offices assign the right roles to the right posts.
  • Support legacy systems (primarily PeopleSoft), ensuring they continue to function through to their retirement, including the facilitating the ability for historical reporting past retirement.
  • Manage a team that supports the financial year end closure via the provision of a number of reconciliations and report development.

    Understand the Generally Accepted Accounting Principles (GAAP), in addition to the following: Understanding of international Accounting Standards (IAS)/ International Financial Reporting Standards (IFRS) and/or International Public Sector Accounting Standards (IPSAS) is beneficial.
    Experience in projects which have implemented large-scale ERP Finance solutions such as Oracle, SAP or Workday.
    Extensive understanding of project and programme management principles, quality assurance and risk management methods and techniques.
    Excellent communication and relationship management skills with the ability to influence and get buy-in from people not under direct supervision.
    An outgoing personality and a team player with service-oriented attitudes.
    Proven ability to deal with multiple tasks in a courteous and service-oriented manner, in demanding working conditions that often have short deadlines.
    Live up to high ethical and professional standards.
    Oracle and Microsoft Office tools.
    Understand accrual, cash, and encumbrance accounting.
    Desirable
    Experience with Financial Management business processes in different UN Organisations, and/or humanitarian actors.
    Experience in Project / Programme Management methodology such as Managing Successful Programmes or similar, and delivery methods such as Prince 2, PMBOK, and/or Agile SCRUM.
    Experience in change management, customer experience, quality assurance, and communications.
    Prior experience in humanitarian or development sector or working in developing and/or conflict-affected countries.
