Summary of Position:

IREX seeks qualified Deputy Chief of Party (DCOP) candidates for the anticipated five-year USAID Civil Society Activity in Tunisia. The program’s goal is to empower Tunisian citizens to act and advocate for specific issues and to build the legitimacy and sustainability of the civil society sector. The Program is expected to work towards the following objectives: 1) Increase the engagement and agency of citizens to act and advocate for specific issues of public interest; 2) Strengthen the institutional capacity of civil society organizations to promote positive change on citizen and constituent priorities; and 3) Promote effective partnerships (intra-, inter-, and multi-sectoral) at local, regional, and national levels (e.g., government, civil society, citizens, citizens, private sector) to advance shared development objectives. The DCOP will be based in Tunis and will support the Chief of Party (COP) in the management of the program and provide high-quality technical inputs to achieve program objectives.

Citizens or residents of Tunisia will only be considered. This position is contingent on funding.

Summary of Responsibilities:

  • Support the COP in providing overall day to day management and coordination of project technical and administrative personnel and functions and serve as the Acting COP in the COP’s absence.
  • Provide technical expertise across program activities and ensure the delivery of a high-quality program.
  • Oversee project implementation in consultation with the relevant staff and in accordance with the project’s objectives that should be met with the required timeframes and budget.
  • Manage a comprehensive activity workplan plan for the project, including resources needs analysis.
  • Manage and supervise a team of technical staff, ensuring knowledge of and adherence to applicable operational systems, donor requirements, and IREX policies.
  • Facilitate dialogue and collaboration with Tunisian CSOs, government actors, the private sector, and other donors and implementers to efficiently conduct impactful activities that align with local priorities and result in the strengthened legitimacy and sustainability of the civil society sector.
  • Provide technical direction for effective partnerships for the successful implementation of the program.
  • Oversee technical activities of local partner organizations.
  • Contribute to monitoring, evaluation, and learning; program communications; and program reporting.
  • Manage the process of contracting consultants.
  • Other duties, as assigned.

SKILLS AND EXPERIENCE

  • Tunisian citizenship or residency with work authorization.
  • A master’s degree in a relevant field with a minimum of four (4) years of professional experience (or six (6) years with a bachelor’s degree) working to support Tunisian civil society, including strengthening citizen-driven advocacy, institutional capacity, and CSO networks; experience with USAID, other international donor-funded programs, and/or at a senior management level at a local CSO preferred.
  • Demonstrated technical expertise in developing and fostering relationships with local partners and counterparts in Tunisia.
  • Proven experience building consensus among diverse actors.
  • Excellent leadership and interpersonal skills including conflict resolution abilities.
  • Ability to communicate effectively with internal and external stakeholders, including CSOs, media organizations, governments, private sector, NGOs, donors, etc.
  • Strong representational and organizational skills.
  • Excellent written and spoken Arabic and English. French is an asset.
