Health Field Officer (For Philippines Nationals Only)

Under the guidance of the Detention Doctor, the Health Field Officer contributes to implementing, running, and monitoring the health care in detention activities in cooperation with the health team, according to the objectives set out in the delegation’s annual plan (Planning for results). S/he has the capacity to assess and provide supportive supervision to healthcare services in places of detention with a degree of autonomy and contributes actively to the planning and coordinating of health activities in the area of responsibility. S/he assesses the needs, plans, implements, monitors, and evaluates related project activities at the National or regional level. S/he contributes to restoring, improving, or maintaining detainees’ dignity.

MAIN RESPONSIBILITIES

  • Implements health care in detention programs within the field of responsibility and expertise.
  • Assists the detention doctor or health project manager in designing operational strategies and planning the health programs at local / facility and national levels.
  • Conducts assessments and regular field visits (when relevant) to monitor activities and health-related threats to people deprived of freedom.
  • Provides technical assistance for detention services to the key interlocutors (regional and local levels) and field personnel in detention facilities.
  • Supports thematic projects/activities in line with the ICRC Detention Strategy in the Philippines.
  • Facilitate integration and monitoring of the implementation of health programs in detention facilities in collaboration with the Department of Health, Bureau of Jail Management and Penology Regional and City Health offices.
  • Organize and facilitate regional and local meetings for advocacy, dialogue, and mobilization on issues related to Health Care in Detention involving various key stakeholders particularly the Department of Health-Regional Office, Bureau of Jail Management and Penology-Regional Office and Local Government Unit – City/Municipal Health Office.
  • Liaises and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programs.

REQUIRED PROFILE

  • University degree in medicine, nursing, or allied health sciences with a professional license to practice in the country.
  • Post graduate degree in public health, global health or a related field is an asset.
  • At least 2 years of experience and familiarity with the public health system in the country is an advantage.
  • Knowledge and experience in the health system in places of detention in the country is an advantage.
  • Additional qualification in human rights related field is an advantage.
  • Fluent in English and Filipino communication skills.
