World Vision

MAJOR RESPONSIBILITIES

Actively participate in program planning (15%)

Actively engage & contribute in operations team meetings and contribute to the overall quality of grant implementation and synergy between sponsorship funded programs and grant funded programs,

Identify strategic grants opportunities within the national and local context including accessing funding and partnering effectively with related stakeholders.

Actively identify, raise and coordinate needs of the grant teams and seek necessary support for implementation.

Actively participate in grant ‘Go/No-Go’ process, grant design, and start-up/close-out meetings.

Ensure Quality of Programs and Projects (35%)

Provide overall leadership to the implementation of the World Vision Lebanon’s (WVL) programs across all grants funding streams.

Participate in the projects’ planning process with all functions to ensure alignment with context, humanitarian needs and response strategy as well as operational feasibility and technical quality.

Serve as the WVL’s Disaster Management (HEA – Humanitarian Emergency Affairs) key focal point.

Ensure that projects’ detailed implementation plans (DIPs) are effectively followed and that sound human resources and financial planning are being followed by program managers.

Ensure program managers follow-up on their grant health tracker and address gaps in a timely manner.

Monitor and evaluate grant budgets, expenditures and accomplishment of grants objectives.

In coordination with the Finance department, ensure program adherence to financial policies.

Ensure that recommendations from audit reports and project evaluations are addressed and implementation plans are developed and accomplished.

Lead the development of the risk matrix for WVL grants in collaboration with relevant stakeholders. Ensure that risks are being discusses with Operations Director and that mitigation measures are in place.

Ensure Coordination between Departments and Networking (15%)

Actively engage with Area Managers to ensure integration of programming, synergies and resource sharing.

Ensure grants management staff coordinate and partner with all core team functions to ensure appropriate grant targets are reached.

Manage grant quality and implementation addressing donor concerns (government/private donors and support offices) ensuring proper resolutions for both parties have been reached.

In absence of Operations Director provide external and donor representation at the local level.

Handle Team Management & Development (20%)

Select, coach, develop and manage a strong grant management team, building a culture of empowerment, high performance, openness, transparency, accountability, and mutual support.

Provide leadership in maintaining positive, constructive and supportive communication with all teams.

Lead and participate in the recruitment, selection and development of grants management staff.

Effectively manage the performance of direct reports, ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building.

Address performance or behavioral issues when they arise.

Act as Officer in Charge in times of vacant position at the program manager’s level.

Ensure safeguarding and accountability related incidents are being reported (5%)

Ensure complaints/feedback are collected and referred directly to the Accountability unit and follow-up as necessary.

Report any child and adult safeguarding incident as per the established guidelines and ensure that safeguarding incidents are being reported by projects’ staff as required.

Handle Safety and Security responsibilities (5%)

Be aware of the emergency procedures in a response and ensure that necessary preparedness measures have been implemented.

Responsible for staff security and actively contribute to a positive risk management culture.

Abide by the security policies and procedures and report any incidents or breaches to line manager and / or risk manager.

Perform Other Duties (5%)

Attend and participate in capacity building events locally and internationally as required.

Attend and participate in WVL’s spiritual nurture events and other organizational events.

Perform other relevant tasks as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Bachelor’s degree in a field related to community development. Master’s degree in international development, business administration, public health, economics, rural development, or similar is an added advantage.

5 to 7 years of experience within the international development and relief field in a similar management role, preferably within NGO.

Proven Management and supervisory experience.

Experience in Project Cycle Management and report writing.

Excellent written and verbal communication and relational skills, especially in a cross-cultural environment.

Ability to analyze and solve problems, persuade, network and negotiate.

Proven track record of donor relations with multiple donors.

Strong planning and organizational skills and ability to prioritize.

Computer literate in Microsoft Office, email and Internet.

Fluency in written and spoken English language is required.

Clear understanding of the workings of major donors, requirements and standards.

Must be able to represent World Vision to major program donors in a highly professional manner, in person and in writing.

Work Environment:

50% travel required within the country and internationally.

Position requires availability and willingness to work outside regular office hours occasionally.

Position requires willingness and ability to continue to function during a crisis situation, including during a World Vision response to a manmade or natural disaster.
