Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

The Enterprise Risk Management Unit (ERM) is situated within the Department of Strategic Planning and Organizational Performance, encompassing the organizational units tasked with the implementation of Risk Management, Monitoring & Evaluation, Results-Based Management and Operational Compliance.

The ERM Unit is a dynamic, strategic, and responsive organizational function, leading IOM’s second line of defence by fully supporting the management of all risks across the Organization. The ERM implements, monitors, and maintains an efficient and effective Enterprise Risk Management programme, supporting IOM’s strategic vision and mandate.

The Unit aims to enable better informed risk-taking by using consistent risk management best practices across the Organization to achieve the Organization’s objectives in the long term and deliver on its commitments. The Unit is responsible for oversight and monitoring of risk exposures and enabling clear reporting of IOM’s risk profile.

Under the overall supervision of the Chief Risk Officer and the direct supervision of the Risk Officer, the Risk Analyst will assist in implementing institutional risk management initiatives such as integrated risk management reporting system and solutions, project risk management, and risk management capability building, particularly at a field and project management level.

The key results from this role impact the overall effectiveness and efficiency of risk management at IOM, as well as the successful establishment and implementation of risk policies and standards to accompany the revised organizational structure. The key performance indicators include the efficient performance of assigned responsibilities, technical quality, and team working characteristics.

Core Functions / Responsibilities:

  1. Contribute to the development and implementation of IOM’s risk management function. They supports continual risk assessment i) development and revision of comprehensive risk implementation guidelines, and ii) implementation of risk management strategies and processes.
  2. Contribute to the implementation of the ERM framework for all risk categories, including fraud risk assessment and other emerging risks requiring attention of management such as the Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH).
  3. Contribute to and enhance the collaboration and coordination with relevant functions and departments across IOM on risk assessment and mitigation plans, including, but not limited to, the escalation of risks for the attention of the appropriate HQ Department and the respective functional risk owners.
  4. Provide support to the Chief Risk Officer and Risk Officer on corporate risk management policy and strategy by providing technical assistance on all matters related to managing risk at IOM and liaising with relevant offices, projects, functions, and departments.
  5. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Business Administration, Public Affairs, International Relations, Social Sciences, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • Professional certification as chartered accountant (CA) and certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), Association of Chartered Certified Accountants (ACCA), Certified Internal Auditor (CIA), or equivalent Risk Management certification from the Institute of Risk Management (IRM) considered an asset.

Experience

  • At least two (2) years of relevant professional experience in at least two of the following areas: monitoring and evaluation, financial management, risk management or compliance (including internal controls);
  • Proven experience in strengthening compliance and risk management. Experience in Risk Information Systems, such as Governance, Risk and Compliance (GRC), is an asset;
  • Relevant experience in change management in the context of risk and compliance an asset;
  • Experience working with large volumes of data and performing analysis is an asset.

Skills

  • Good knowledge of ISO 31000 framework;
  • Ability to present information in a comprehensive, clear and concise manner both in writing and verbally;
  • Excellent facilitation skills;
  • Good organization skills; analytical and creative thinking;
  • Proven ability to edit a range of different materials; and,
  • High level of maturity and tact in dealing with various stakeholders.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge in French and/or Spanish language is an advantage.
