ABOUT THE MISSION

SI has been in Myanmar since 2008. For the first 3 years, SI worked in the Delta in response to the devastating Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH sectors. In January 2012, SI expanded to Kachin State to respond to an emergency created by the displacement of Kachin population affected by the armed conflicts. Since 2012, SI has also been responding to an emergency situation by covering basic WASH needs of the population displaced by inter-communal tensions in Rakhine State.

SI currently has a coordination base in Yangon, with field bases in the Rakhine and Kachin States. Each office is operational with a Field Coordinator and between 35 (Kachin) and 280 (Rakhine) colleagues.

ABOUT THE JOB

Rakhine base has so far 2 main locations of activities: Sittwe Camps (under HARP funding) and Pauktaw camps (under OFDA, ECHO and CDC funding). Main activities in two locations are WaSH but also FSL in some camps. The main activities are :

  • Water Supply
  • Sanitation (latrines and desludging)
  • Hygiene promotion and distribution of hygiene kits
  • Waste Management
  • Income Generating Activities
  • Cash for Work
  • Fishing activities

OBJECTIVES OF THE POSITION

Under the supervision of the Field Coordinator (hierarchical link), the Finance Coordinator (functional link), the Finance Manager carries out accounting and financial management of his/her base, in compliance with donors and SOLIDARITES International’s procedures.

He/she supervises accounting operations and cash management, and carries out budget follow up in conjunction with the program, logistic and HR managers.

He/she supports, monitors and trains the members of his/her finance team in conjunction with the HR Manager.

MAIN ACTIVITIES

Team management

  • Contributes to define the needs of his/her department, and participate to the recruitment process according to the resources allocated
  • Trains, support and evaluate the finance team at his/her assignment base
  • Plans and direct the activities of the finance team
  • Leads meetings for the finance team
  • Does regular field visits with his/her team

Cash-flow/bookkeeping:

  • Manages his/her base’s cash-flow and ensures that bank and cash boxes are well supplied
  • Manages transfers and monitor the security of funds
  • Formulates cash-flow forecasts with the logistics and program managers
  • Supervises the upkeep and security of the safe and cash-boxes
  • Validates all disbursements and commitments of expenditures, in compliance with Solidarités International procedures
  • Supervises account keeping at his/her base, monitors cash balances
  • Monitors bank books for his/her base and manages the safe
  • Prepares and supervises the monthly closing, reviews and integrates the accountancy for his/her base
  • Verifies the accounting files before they are sent to coordination
  • Verifies the quality of the digital archiving

Budgetary / financial monitoring:

  • Updates and pilots the allocation board of his/her base
  • Updates, analyses and pilots budget follow up in links with budget holders
  • Makes connections between budgetary consumption and activity progress
  • Proposes solutions if necessary
  • Monitors functioning costs at his/her assignment base
  • Oversees adherence to donor financial procedures
  • Takes part to financial reports and audits preparation
  • Drafts budgets for proposals for his/her base

Reporting/communication:

  • Establishes and maintains relationships with local and regional financial or administrative authorities if any, monitors regulations after validation by the Field coordinator
  • Takes part in meetings relating to finance aspects, represents Solidarités International if requested
  • Supervises the regular sending of finances files to the coordination
  • Ensures financial reports are sent to the coordination according to Solidarités’ administrative calendar
  • Ensure regular reporting to his line manager through appropriate files (Sitrep etc) and to his functional manager

SPECIFIC STAKES AND CHALLENGES

Human resources management: capacity building of the teams.

Budget management: it is a multi-donor base; and the covid-19 crisis asks for the manager to monitor the budgets very closely.

MANAGEMENT

The finance manager will directly supervise 2 officers (one finance and one accounting). 2 cashiers are also managed by the officer, and are part of finance team.

There is an administrative assistant under the management of HR, but also supporting the finance team.

PRIORITIES FOR THE 2/3 FIRST MONTHS

  1. S/he will assure smooth implementation of finance department.
  2. S/he will work in collaboration with the managers for budget analysis and adaptation to current context.
  3. S/he will follow up the recruitment of Finance Supervisor/capacity building of the team.
  4. S/he will ensure compliance with reporting deadlines.
  5. S/he will ensure compliance with guidelines/procedures.
  6. S/he will collaborate in the drafting of new proposal.
  7. S/he will ensure regular and good archives management.

TEAMS

In Rakhine/Sittwe, there are currently 9 international staff: (1 Field Coordinator, 1 Deputy Field Coordinator Program, 1 Logistic Manager, 1 Finance Manager, 1 HR Manager, 2 WASH Program Managers, 1 STS Activity Manager, 1 FSL Program Manager), 1 WASH Program Manager national and more than 250 national staffs.

BUDGET VOLUME

Around 3.1 million EUR per year

YOUR PROFILE

EDUCATION

Finance, Management, Economics, Business or any relevant degree.

EXPERIENCE

Minimum 1 year experience on a similar position in an INGO (Finance Manager at Base level)

Experience in complex ethnic and/or religious contexts or sensitive environments essential (conflict, post-conflict, intra-communal tension)

Proven experience in managing teams notably in complex ethnic and/or religious contexts or sensitive environments

Experience of establishing strong working relationships with colleagues and partners from different functions and cultures

A previous experience with SI as Admin or Finance manager is an asset

TECHNICAL SKILLS AND KNOWLEDGE

Knowledge about budget analysis and accountability

Previous experience in managing several grants

Ability to manage and prioritize a high workload and multiple tasks with tight deadlines

Knowledge of SAGA is an asset

Ability to write/edit quality reports/budgets/accountancy in English

Confident and proficient in the use of MS Office

TRANSFERABLE SKILLS

Patience, tact and sensitivity in dealing with ethnic division in tense environments

Diplomacy and strong communication skills

Ability to take initiatives, decisions and work in autonomy

Good problem solving skills in day to day and crisis situations

Capacity to analyze and report on security situation

Capacity to work in remote areas with difficult access

Good social skills to work as part of a large team and live in shared accommodation

An understanding of and commitment to SI’s mission and values

LANGUAGES

Good communication skills, with good written and spoken English

Capacity to work with non-native English speakers (most of national staff speak limited English, especially at Base level)

SI WILL OFFER YOU

A SALARIED POST Salary: According to experience, starting from EUR 1980 gross per month (EUR 1800 base salary + 10% annual leave allowance paid monthly)

Monthly Per Diem: USD 500 / month

SI covers accommodation costs and travel expenses between the expatriate’s country of residence and the mission.

BREAK POLICY

1 break of 7 working days every 3 months + USD 850 allowance (for each break).

1 day off per worked month.

These days off, as well as the breaks, are not deducted from the paid leaves that are paid every months with your salary: they are offered by SI.

SOCIAL AND MEDICAL COVER Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
