Program Description

International Medical Corps, which has a history of providing healthcare services and training in Ukraine that dates back to 1999, is expanding its activities in the country and the surrounding region in response to the war there.

The situation throughout Ukraine is deteriorating rapidly as the conflict intensifies, prompting a sharp increase in humanitarian needs as access to essential services and supplies are disrupted and more and more people flee their homes. In addition, millions of Ukrainians have fled to neighboring countries, including Moldova, Poland and Romania, increasing pressure on host governments as they work to provide shelter and essential services to the new arrivals.

Our response activities will include operation of mobile medical teams and providing emergency and primary health services, mental health and psychosocial support, gender-based violence services, child protection, nutrition, and water, sanitation and hygiene. If requested, we also are prepared to deploy our Emergency Medical Team and mobile health facility to provide emergency and primary healthcare wherever it is needed.

The position is based in Ukraine and may require in country travel based on security.

Candidates will be required to show proof of being fully vaccinated against COVID-19, Measles and any other mandatory vaccine requirement (country dependent) prior to deployment. JOB SUMMARY

The Physical Rehabilitation Coordinator will provide strategic vision and technical support to assessments, identification, design, implementation, and management of rehabilitation programs for People with disabilities (PWD). They will work in collaboration with Medical Director/ Coordinators and Senior Management Team in country and partner organizations in the field to deliver high-quality needs assessment for PWDs, and plan for required programmatic responses based on assessment findings. They will work closely with all relevant stakeholders during the preparation and conduction of assessments and make frequent visits to the field sites to ensure the highest standards of implementation.

They will ensure high-quality, inclusive services for PWD in IMC-supported programs, monitor service quality, ensure that all staff are trained and well-supported on the needs of PWDs, high quality rehabilitation services are provided, assistive devices are properly managed, and that disability data is collected and analyzed to ensure overall quality improvement efforts.

The Physical Rehabilitation Coordinator will represent IMC in coordination meetings, and other technical working groups. S/He will also be the liaison between the organization and the programming which are vital to the mission.

Main Tasks and Responsibilities

Technical leadership and Program Quality • Responsible for gathering information about people with disabilities (PWD), especially those affected by the current conflict • Responsible for developing high quality programs for PWDs after assessment of gaps in inclusion and targeted services required for PWDs in health system including rehabilitation. • Work closely with leadership and partners to determine and ensure the operational needs and smooth implementation of disability focused programs • Provide technical supervision of, and technical support to, the organizations disability programming activities as well as partner organizations. • Ensure activities are consistent with established best practices, which are acceptable internationally. • Ensure disability programs utilize standardized protocols, policies, and guidelines according to Ministry of Health, WHO, etc. • Oversee the collection, analysis and timely reporting of data and statistics for all programs (including objectives, indicators and outcomes of health programs) according to internal and donor requirements • Develop and review from a technical standpoint, monthly field and donor reports and any ad hoc reports as needed • Ensure all stakeholders, including senior management team, the Health Technical Unit and donors are provided with updates, following the established reporting structures.

Program Development • Work with the Medical Director, Medical Coordinators, Senior Management Team, and partners, in planning and executing of needs assessment for PWD. • Work with senior management team to draft concepts for programs to be developed following the needs assessment. • Provide technical input during proposal development and technical reviews. • Strive to ensure as much as possible different rehabilitation related sectors (health, MHPSS, GBV, etc.) are integrated into proposed programs. • Work with senior management team to improve understanding of and engagement with donors to improve awareness of IMC’s activities, capacity and strategy and understand donor priorities

Representation • Represent the organization in relevant coordination meetings, and technical working groups focusing on disability • Contribute to the creation of a positive image and overall credibility, notably through the application of IMC’s mandate, ethics, values and stand-point with regard to other actors. • Establish and maintain the cooperation between Ministry of Health/ relevant government departments by aiding the exchange of information on topics of shared interest, contribute to policy development when needed and promoting IMC achievement. •Represent IMC and its health programs at donor meetings and with other stakeholders as needed •Advocate for programming and staff needs at senior management team meetings, pipeline meetings and other internal forums as needed

Human Resources Management • Assist with recruitment and manage additional rehabilitation staff as needed

Monitoring and Evaluation • Develop a robust data collection plan in consultation with MEAL including age, gender and disability disaggregated data collection for all activities involving disability. • Interpret the analyzed data, present how the project is progressing in terms of performance indicators and propose plans for action to address any gaps in project implementation. • Liaise with HQ to receive timely input and implement recommendations ensuring best practice at all stages of program implementation.

Medical Logistics and Supply Chain • Ensure the provision of appropriate assistive devices as needed

Working Relationships • Work closely with the country team and the Health Technical Unit at the IMC headquarters to ensure disability related activities and objectives are communicated and understood. • Work with key donor staff to develop and maintain optimum programmatic relationship

Minimum Requirements • A Master’s degree in physical rehabilitation/physiotherapy is essential. Equivalent combination of relevant education and experience may be substituted as appropriate. • Typically, 8+ years of relevant and progressive experience in the field of physical rehabilitation for PWDs, including 5+ in international programs (preferably developing country or low-resource setting with an NGO) • Experience of working in complex environments. • Experience in working with and managing remote teams. • Excellent communications skills, both oral and written. • Excellent self-motivation skills • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people. • Extremely flexible and have the ability to cope with stressful situations and frustrations. • Ability to relate to and motivate staff effectively. • Excellent command of English with the ability to read, write, analyze and interpret, technical and non-technical information in the English language. • Experience with work with procurement teams and proven ability to follow internal and donor compliance procedures and contractual requirements.
