UNHCR, the UN Refugee Agency, is offering a Position under UNOPS ICA contract within the Emergency Policy Unit in our Head Quarters based in Geneva, Switzerland.

The position will be in the Emergency Policy Unit, within the Emergency Service, which sits within the Division of Emergency Security and Supply. This Job Opening is a unique opportunity to gain understanding of UNHCR’s emergency response and policy development as well as experience working within the UN system.

Organisational context

The Emergency Policy Unit,reporting to the Deputy Director of the Division of Emergency, Security and Supply, supports the Division, Regional Bureaux and country operations to implement the Policy on Emergency Preparedness and Response in a coherent and effective manner, including through provision of guidance, monitoring of relevant emergency procedures, recording lessons learned and consequent incorporation of the best practices in revised frameworks. The Unit is also contributing to development and revision of other UNHCR policies and guidance to ensure proper attention is given to simplification and streamlining of procedures during emergency declarations.

The position

DESS is currently updating UNHCR’s Policy on Emergency Preparedness and Response and relevant operational guidance to improve, streamline and align emergency related processes; further clarify the accountabilities and responsibilities of different managers in the context of regionalization and decentralization; and articulate UNHCR’s preparedness and operational engagement responsibilities related to natural hazard-induced displacement in accordance with UNHCR’s “Strategic Framework for Climate Action”. And we are seeking for a dynamic and proactive team player, with strong inter-personal and analytical skills, to support the process of the policy and guidance development, and more importantly to facilitate follow-up

Duties and responsibilities

Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (timelines, value of the service rendered in relation to the cost, timeliness) and work plan:

• Support the Emergency Policy revision process, including follow up on the comments and feedback from Transformation and Change Team (TCS) and the Senior Executive Team (SET).

• Participate in development of roll-out strategy for the new Emergency Policy.

• Contribute to the roll-out activities for the Regional Bureaux and country operations.

• Contribute to update of relevant entries in UNHCR’s Emergency Handbook after approval of the new Emergency Policy.

• Support drafting of the Operational Guidance in line with the new Emergency Policy.

• Update DESS emergency matrix with latest information on declaration of emergencies and other procedural steps in line with the Emergency Policy.

• Support monitoring and follow-ups on implementation of the Emergency Policy, including through development and completion of relevant tools and instruments.

• Prepare analytical materials and reports on emergency preparedness and response related issues.

Essential minimum qualifications and professional experience required

The ideal candidate will have:

• A BA in International Relations, International Law or Political Science.

  • Minimum of 1-year relevant work experience.

• Proven ability to deal with multiple tasks in demanding working conditions that often have short deadlines.

• An outgoing personality and a team player with service-oriented attitudes.

• Understanding of UNHCR Emergency standards and procedures.

• Excellent drafting skills and knowledge of English (written, oral and comprehension), and knowledge of French is desirable.

• Proficiency with Microsoft Office tools.

Location

The successful candidate will be based with the team in Geneva, Switzerland.

Conditions

The position (UNOPS) is for one year and the start date is as early as possible. It is a full-time role with working hours starting from 8.30am to 5.30pm Monday to Friday (40 hours per week).
