ABOUT THE OPPORTUNITY

Reporting to the Central African Republic (CAR) Country Director and the HR, Administration and Logistics Manager, the Security Coordinator will work in close collaboration with the Internews Security Department (HQ), sharing information with INSO and UNDSS.

LOGISTICS

Internews has field offices in Bangui, Central African Republic. Ultimately, this role will be based in Bangui, CAR.

DAY-TO-DAY TASKS will include:

Documentation and Policy/Protocols:

  • Monitor the security environment in operational areas and update risk assessments;
  • Support the development of a safety culture by reinforcing procedures and disseminating best practices;
  • Liaise with government, military, private security service agencies, community leaders, and other stakeholders to ensure Internews personnel have access to all areas where the program deploys;
  • Develop monitoring plans and guidance frameworks for the safe conduct of program activities;
  • Develop and regularly update the Security Management Plan and ensure that all Internews facilities are covered;
  • Ensure curfew is followed by international and national staff;
  • Ensure that information packages, maps and briefing kits are updated and distributed when orienting new staff and visitors (national and international) to the overall security situation in CAR and to specific threats;
  • Conduct security assessments of offices, homes, hosts, sites and project areas and compile reports;
  • Train, coach and monitor all staff to ensure that minimum country security standards are followed and respected;
  • Also assume responsibility for advising on other security situations as agreed;
  • Ensure the supervision of the guards.

Security systems and management:

  • Build and maintain strong professional networks that can help Internews gain easy access to all operational areas;
  • Liaise with national and international NGOs, UN, INSO, OCHA, donors, regular army elements, government authorities, private security companies and other identified stakeholders within the population;
  • Ensure regular security information updates and sharing with staff and follow up on effective two-way communication on security issues.

Communications and monitoring:

  • Ensure communication systems are adequate and maintained. Provide training to staff on the use of communication protocol and equipment;
  • Conduct regular communications to verify with the office, staff and visitors that all communications are effective and functional (Mobile phone, Sat phone, etc.);
  • Research various sources (local and international media, government, UN and other INGOs) for security information and analyze them to produce and update formal security reports to be shared weekly;
  • Provide security and incident reports through regular updates to supervisor and via SMS and messaging to all staff;
  • Develop and maintain a good understanding of the security context of the areas of operations in CAR.
  • Perform any other tasks required by the hierarchy;

QUALIFICATIONS WE’RE LOOKING FOR:

  • * Prior experience (at least 5 years) in Security coordination in the non-profit sector, preferably in an international NGO;
    • Proven ability handling confidential and/or sensitive information;
    • Strong grasp of Microsoft Windows environment using MS Word, Excel, Outlook, and Explorer;
    • Organized, logical, detail-oriented;
    • Ability to work independently under pressure and to complete tasks on time;
    • Ability to communicate with colleagues from different departments;
    • Experience working in a collaborative international team environment;
    • Proficiency in French, English and Sango.

Conditions in the field may include, but are not limited to, the following: compound living quarters, limited mobility outside of designated areas, limited in-country medical care or pharmacy, limited access to fresh fruit and vegetables, limited access to high speed internet, dress code requirements, unaccompanied posting, and required advanced safety and security training.
