Oxfam in Diyala has been operating in the area since 2014 implementing multi-sectoral humanitarian, early recovery and development projects. Oxfam implement projects on WASH, food security and livelihoods, Gender and Protection.

job purpose

 

The Field Officer will lead the implementation of the project “Locally led action to strengthen women’s resilience against climate-fragility risks in Iraq”. The post holder will work closely with the Partnership Team and will be managed by the Programme Manager.

Hours of work:

 40 hours per week. This is a full-time role; however, Oxfam offers various flexible arrangements which candidates can discuss with the Recruiting Manager at interview stage

key responsibilities

 

Technical

  • Ensure the timely implementation of the Locally led action to strengthen women’s resilience against climate-fragility risks in Iraq
  • Ensure clear communication of the scope and limitations of the project to the relevant stakeholders and target communities
  • Identify and select project locations after security assessment and approval.
  • Develop a detailed implementation plan to guide the team on the implementation process.
  • Identify and train all-Female Community Mobilizers on the community organizing process and approaches
  • Organize the Community-based Disaster Risk Reduction Committee
  • Coach the Community Mobilizers on the conduct of Participatory Capacity and Vulnerability Assessments (PCVA) in the target locations
  • Consolidate the PCVA results and present them o the relevant communities and government departments.
  • Ensure adherence of the team to the DO NO HARM principle and humanitarian principles.
  • Keep close coordination and working interaction with the Partnership Team

 

Management

  • Facilitate the recruitment of Female Community Mobilizers (CMs who will be engaged in the project implementation
  • Provide project induction and training to CMs on the relevant tools and data collection methodologies
  • Develop work plans and delineate tasks and activities among the team members
  • Day to day supervision of the CMs to ensure that tasks and activities are implemented based on the agreed project design.
  • Work closely with support departments, particularly Logistics and Finance to ensure efficient project implementation and accurate budget planning.
  • Facilitate the approval/signing of MoUs with partners and university

 

Coordination and Relationship Building:

  • Coordinate with the relevant partners (local NGO and University), government authorities and community leaders to facilitate work in the target locations
  • Presentation of implementation to partners and government counterpart
  • Mobilize relevant departments and bodies to participate in the consultation meetings, workshops and capacity building activities.
  • Engage partners and relevant government departments in the conduct of PCVA and presentation of the Community-Based Disaster Risk Reduction Management Plan

 

Monitoring, Evaluation, Accountability and Learning (MEAL):

  • Conduct regular meetings with the Community Mobilizers to review the implementation plan
  • Maintain the records of all the activities for reporting purposes
  • Prepare project reports and presentations during project review meetings
  • Monitor project implementation and update work plan accordingly.
  • Submit weekly updates and monthly reports

Qualifications & Preferred Skills

 

At least 3 years of experience working in humanitarian projects/programs.

Solid experience in community mobilization and training of community committees/structures

Strong knowledge of community issues around displacement, water scarcity

Strong coordination skills with all relevant stakeholders and communities

Familiarity with project cycle management

Good communication skills. Fluency in Arabic. Spoken and written English communication.
