Background
Chemonics is an international development consulting firm that promotes meaningful change to help people live healthier, more productive, and more independent lives. Working under contract with USAID and other aid donors, Chemonics designs and implements development projects in many of the world’s developing countries.
The Iraq Durable Communities and Economic Opportunities (DCEO) is a United States Agency for International Development (USAID) program implemented by Chemonics International in Iraq. DCEO aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being. The project consists of two objectives. Objective 1, Adaptative capacity of vulnerable communities increased is achieved through two components. Component 1.1 seeks to mitigate drivers of conflict in targeted communities and Component 1.2 seeks to enhance community leadership of inclusive local development. Objective 2, Economic well-being of communities advanced, will rest on the assessments, analysis, foundations, and groundwork of Objective 1.
Qualifications & Preferred Skills
Responsibilities:
- Manages all DCEO Task Order 01- Operations and Management Procurements and Logistics needs
- Drafts project procurement documents including solicitations, negotiation memos, purchase orders, subcontracts, and waivers
- Assist with record management by filing, scanning, and maintaining procurement documents
- Preserves the integrity of the procurement process by ensuring compliance with US and local laws, US government regulations including the FAR, and USAID specific rules and regulations including Mission Directives and AIDARs.
- Follows all Chemonics policies and procedures regarding procurement according to company standards.
- Maintains the inventory tracker, , asset tagging.
- Conducts price/cost/reasonability analyses and market surveys
- Regularly updates project procurement databases
- Coordinates closely with the grants team to support in-kind grants procurements – may include attending grantee kick-off meetings.
- Processes vouchers and payment requests
- Helps non-procurement staff understand the requirements for submitting accurate and thorough requisitions, cost estimates, statements of work, assists in drafting technical specifications.
- Supports compliance checks and visual compliance reviews
- Attends regular and ad-hoc grantee and technical beneficiary meetings; arranges meeting space and logistics by working with local vendors, hotel staff, and venues as needed for project-related events.
- Assists project staff in coordinating meetings, facilitating discussions, and developing briefings in support of the source selection process
- Liaises closely with the Operations Manager- Baghdad and Operations Manager-Erbil to support Task Order 01 procurement needs.
- Liaises closely with the Procurement Managers of Task Order 02 and Task Order 03 to share information, manage vendor relationships, and share the task of updating the DCEO Vendor Database.
- Develops mutually beneficial relationships with vendors. Demonstrates Chemonics standards for business conduct by ensuring ethical and open relationships are created and maintained.

Staff reporting to this post:
Required Travel: 25%
Working Hours: 8:30 to 5:30 PM
QUALIFICATIONS:
- Bachelor’s degree in Business Administration or related field
- Minimum of 3 years of experience in administration, project management or progressive responsibility in procurement, preferably working with USAID or other international donor funded projects or NGOs in the field of subcontracts, grants, procurement, or related areas
- Ability to work in a professional and cordial manner with fellow staff members of different backgrounds and visitors, and partner institutions, including international and local NGOs, governmental entities, support organizations, and the general public.
- Experience working closely with multidisciplinary teams of junior and senior-level staff
- Demonstrated maturity, dependability, integrity, and initiative to learn competencies and skills required
- Strong interpersonal skills and ability to work with culturally diverse staff
- Accuracy in working with large amounts of data
- Fluency in written and oral Arabic and English is required (for Baghdad)
