Working under contract with USAID and other aid donors, Chemonics designs and implements development projects in many of the world’s developing countries.

 

The Iraq Durable Communities and Economic Opportunities (DCEO) is a United States Agency for International Development  (USAID) program implemented by Chemonics International in Iraq. DCEO aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being. The project consists of two objectives. Objective 1, Adaptative capacity of vulnerable communities increased is achieved through two components. Component 1.1 seeks to mitigate drivers of conflict in targeted communities and Component 1.2 seeks to enhance community leadership of inclusive local development.  Objective 2, Economic well-being of communities advanced, will rest on the assessments, analysis, foundations, and groundwork of Objective 1.

 

REPORTING

The MIS Specialist will report to the Knowledge and Media Manager

 

OBJECTIVE:

 

The objective of this assignment is to provide technical support to develop and maintain the DCEO online database and project dashboards to inform timely, evidence-based decision-making. The MIS Specialist will work under the Knowledge and Media Manager to coordinate with project technical teams to ensure that data is entered correctly into the DCEO database, develop and streamline data entry processes, and support data visualization and analysis. The MIS Specialist will work across DCEO to support data collection, management, and analysis through the DCEO data database, including technical teams, M&E, and communications

 

Location of the position:  He/she will be based either in Erbil or Baghdad.

Responsibilities

 

  • Support the development and maintenance of the front-end and back-end of the current DCEO database.
  • Facilitate and enhance data collection, database management and production of overall monitoring reports for all project components.
  • Assist in designing creative and timesaving solutions for data presentation ensuring such formats are in accordance with the deliverables section of the Contract.
  • Input monitoring and evaluation data into the indicator tracking system, and generate reports as requested by technical staff and USAID.
  • Work with the technical staff, especially in the regional offices, to orient them to the DCEO database, including data collection, management, and analysis.
  • Assist Task Order Directors in developing/maintaining information and monitoring systems for purpose of their own management needs and project planning, monitoring, evaluation, and reporting.
  • Develop reports and analysis using quantitative data to inform evidence-based decision-making.
  • Draft and design graphics and tables and assist Task Order Directors in compiling narrative reports according to USAID requirements; explore additional tools and software for enhancing data presentation and analysis.
  • Assist in establishing and maintaining internal procedures for all project performance/progress reporting, together with the DCOP, CLA Director, and Task Orders Directors.
  • Assist the M&E team to organize and oversee project monitoring activities and their implementation, data collection, semi-annual and annual progress monitoring reports.
  • Participate in the planning and organization of the annual work-planning process.
  • Identify external resources and collection of data needed for the periodic reporting on the status of indicators.
  • Perform any additional tasks and activities as assigned by the Knowledge and Media Manager.

QUALIFICATIONS 

 

  • University degree of relevant to the role. 
  • Three years experience, preferably in a similar position in terms of the job tasks and responsibilities outlined above. Experience in USAID projects preferred. Record of results achieved in dynamic, demanding, and structured environments.
  • Experience in research, data analysis and presentation, as well as project monitoring and evaluation.
  • Arabic and English fluency, with excellent writing and presentation skills.
  • Experience with server-side frameworks such as PHP, NodeJS, Laravel, Docker.
  • Experience with client-side frameworks such as JavaScript, ReactJS, Material Design.
  • Experience with database systems such as SQL and NoSQL.
  • In-depth knowledge of database technologies, architecture, and data security.
  • Good computer skills (databases, word processing, spreadsheets, basic graphic design).
  • Proven ability to work professionally, constructively and collaboratively as part of team, meet deadlines, communicate effectively, and deal with diverse partners in a challenging environment.
