The HALO Trust is the world’s largest and oldest international humanitarian mine action charity. Our mission is to save lives and restore livelihoods for those affected by conflict. HALO is known for its work to clear landmines and the disposal of other explosive hazards such as bombs, rockets, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs over 8,500 staff across 26 countries and territories.

HALO has been working in Angola since 1994 and now has over 1000 staff working across five provinces. There are over 70 different types of landmines in Angola from an estimated 41 years of minelaying during the war for independence and civil war which persisted from 1961 to 2002. As a signatory of the international convention on the ban landmines, HALO supports the Government of Angola to comply with its treaty obligations. To date, HALO has cleared over 100,000 mines and made over 25km2 of land safe for use.

This is a great opportunity to join a programme with a strong team, many of whom have worked for HALO since the early nineties and have a wealth of experience to learn from. There is also a dynamic team of international staff working on the programme, to support operations working across the vast and varied landscape of Angola.

About the Role

HALO is seeking to recruit a Grants Manager who will oversee and manage HALO’s portfolio of donor contracts in Angola. The successful candidate will work closely with the programme team, in particular the Programme Manager and Programme Officer(s), and will be supported by the Southern Africa Head of Region and Regional Donor Relations Manager. The Grants Manager will also draw on the support of US and UK based HQ departments. Due to the complexity of the Angola Programme, HALO is seeking someone with experience in the mine action sector.

The Grants Manager is responsible for managing the Angola Programme’s donor relations and the successful implementation of donor contracts. They will report to the Programme Manager and will lead a team of Programme Officers. They will be responsible for managing and dividing the workload of the team, and ensuring that they produce high quality proposals and reports. They will also need to coordinate across departments to manage proposal, reporting, and monitoring and evaluation processes. At the same time, the Grants Manager will be required to communicate with external stakeholders, including exploring opportunities for new sources of funding and partnerships.

This role will be based in Angola, in HALO’s main office in Huambo. Occasional travel to offices in other provinces will be required.

Duties will include:

  • Maintaining a donor relations strategy and engagement plan, which outlines opportunities for strengthening relationships with existing donors and growing relationships with prospective donors.
  • Monitoring progress on donor contracts and tracking targets to ensure they are achieved.
  • Writing and developing donor proposals, with the support of the Programme Officers and programme departments.
  • Monitoring donor reporting schedules, internal review processes, and timely submission of all deliverables.
  • Writing and compiling inputs for donor reports, with the support of the Programme Officers.
  • Line managing Programme Officers, and their work relating to donors and monitoring and evaluation.
  • Overseeing monitoring and evaluation of all donor contracts, including tracking indicators, and oversight of monitoring and evaluation activities conducted by community outreach teams.
  • Providing support to the Information Management department to ensure that data shared with donors is of a high quality.
  • Coordinating with all programme departments and location offices as needed.
  • Coordinating with HQ departments as needed.
  • Maintaining strong working relationships with donors and partners at a country level, including by representing HALO at relevant meetings.
  • Exploring opportunities for new donors and partners, in particular focusing on the empowerment of women, professional development, conservation and development to maximise the impact of HALO programmes.
  • Supporting with programme communications opportunities.
  • Working on other standalone projects and initiatives.
  • Other administrative duties as and when required.
  • Supporting compliance with HALO policies and procedures.

Person Specification

Essential

  • 2+ years of work experience
  • Experience in the mine action sector
  • Experience working with a variety of donor types, such as government, private, corporate and foundations
  • Experience with donor report and proposal writing
  • Experience with donor report and proposal management, review, and editing
  • Proven experience establishing and building new stakeholder relationships
  • Experience monitoring project performance against indicators
  • Monitoring and evaluation skills, including designing logframes, designing surveys, collecting data, conducting data analysis, and reporting on findings
  • Strong understanding of quantitative and qualitative research methods
  • Advanced Microsoft Office skills
  • Good interpersonal and communication skills
  • Exceptional organisational skills
  • Fluent written and spoken English

  • Experience in international development
  • Experience managing donors and stakeholder relationships
  • Results based management experience
  • Contract and budget management experience
  • Experience working on projects relating to gender and women’s empowerment
  • Portuguese language skills or a strong willingness to learn
