Overview Of Position

Afghanistan is one of the multi hazard prone countries of South Asia, with earthquakes, floods, droughts, landslides, sandstorms, and avalanches as the common natural disasters. Heavy rain and snow cause major problems across the region almost every year. Extreme winter conditions and avalanches are also a recurrent feature in the mountainous areas of Afghanistan that make up approximately 63 per cent of the country. Poor housing provides little protection to the households in rural parts of the country. Lack of capacity and resources within government institutions further adds to the vulnerabilities of families affected or displaced by natural disasters.

Under the overall supervision of the WASH Programme Manager and WASH Officer, and under the direct supervision of the Project Assistant, the successful candidate will support the implementation of activities committed in project proposals and those required for development and sustainability of the IOM WASH programme in Afghanistan.

Role objectives

  • Oversee and perform maintenance and repair work for all types of hand pumps (Kabul, Indus, and Pamir) and gravity and non-gravity water supply schemes as per the assigned work scope and deployment plan provided.
  • Diagnose, troubleshoot and repair non-functional and partially functional handpump installation systems;
  • Conduct repairs (changing handpump handle, body, cover, riser pipe, foot valves, plunger, rods etc.)
  • Oversee and perform water system installations for gravity supply systems.
  • Train community-based water point operators for proper operation, monitoring, and maintenance of rehabilitated water sources.
  • If needed must be able to work in shifts according to schedule.
  • Install, repair and modify handwashing stations, as required for correct use and operation.
  • In collaboration with Junior Field Assistants, complete BOQs for the rehabilitation of water points/sources; estimate material requirements, tools or equipment for the installation, operation and maintenance of WASH services
  • Bring to the attention of the supervisor of any works which are not meeting timelines or where quality standards are not being met.
  • Keep track of consumables for the operation of the WASH facilities
  • Manage materials at satellite warehouses.
  • Perform other related duties as assigned.

      Skills

      • Knowledge of UN and bilateral donor programming.
      • Knowledge of financial rules and regulations.
      • Knowledge of handpumps, gravity and non-gravity water supply piping schemes and solar water supply schemes.
      • Knowledge of pumping tests and basic water quality
      • Knowledge of well development methods is an advantage
      • Able to follow safety standards in working conditions
      • Familiarity with centrifugal and submersible pump repairs and troubleshooting is an advantage
      • Good organizational and monitoring skills
      • Good assessment, analytical and planning skills
      • Ability to work under supervision

      Further information

      • High school diploma or a combination of equivalent training and practical experience in hand-pump repair and water distribution system operation and maintenance.
      • At least 2 years of experience in plumbing systems, handpump installation, water supply schemes, installation and/or repair
      • Experience in well construction and/or development methods is an advantage
      • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations, is an advantage.
      • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

      VI. Languages

      • Required: Pashto and Dari
      • Desirable: Knowledge of English, Arabic, Uzbek, Turkmen, Balochi, Pashayi and Nuristani is an advantage
