Chemonics seeks a Chief of Party (COP) for the USAID Democratic Governance East Activity in Ukraine. DG East provides technical support promoting good governance, accelerating economic growth, advancing anti-corruption efforts, and strengthening an inclusive civic identity in Ukraine. DG East is responding to the ongoing war within the framework of its programmatic objectives by adjusting and re-designing key ongoing activities, launching new war response humanitarian activities, pre-positioning to engage partners and counterparts to rebuild local government services, strengthen the economic recovery of liberated and frontline communities and restore the social fabric of communities during the post-war period.

The COP will be based in Kyiv, Ukraine.

The COP is responsible for technical activities and communications excellence, including activity design and work planning, contract deliverables, communication with USAID, and activities implementation administration and compliance. The COP will be dedicated full-time to the contract and responsible for overall implementation, results, and management. They will serve as the team’s primary liaison with USAID and be responsible for establishing and maintaining working relationships with counterparts for all component activities and with implementers of related donor programs. Responsibilities:

  • Exemplary leadership, vision and direction for the Activity
  • Ongoing analysis of community development, economic growth and recovery, civic engagement and local governance efforts;
  • Strategic and operational planning, including timely preparation of the annual implementation plan;
  • Effective coordination and engagement with all program stakeholders
  • Maintaining a productive partnership relationship with USAID;
  • Managing and developing staff, sub-contractors, and consultants to achieve expected results
  • Ensuring high quality standards of technical assistance and support to Program stakeholders
  • Overseeing an effective and accountable Grants under Contract, subcontracts, and Direct Distribution of Goods and Services (DDGS) systems
  • Effective Program communications with USAID, key stakeholders, and the general public
  • Ensure compliance with USAID, USG and GOU laws, regulations, policies and procedures

Qualifications:

  • Minimum of seven years of experience in the successful implementation of international development activities
  • Preference given to community development, civic engagement, local governance, economic growth and recovery, and post-conflict activities under a USG contract instrument—four years of which shall have been in senior program management;
  • Prior experience in working with international donors in Ukraine, Central and Eastern Europe, or the former Soviet Union
  • A demonstrated track record of progressively responsible managerial experience managing a complex portfolio that includes citizen engagement, local governance and post-conflict activities
  • A demonstrated track record of building and effectively managing a strong team
  • Demonstrated ability to establish strong working relationships and coordinate with officials at all relevant levels of host country governments as well as implementing partners and other donors
  • Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and written communication skills.
  • Fluency in English with excellent oral and written communication skills required. The ability to conduct business in Ukrainian or Russian is desired, but not required.
