The impact of the conflict is compounded further by climate variability that negatively affects production systems resulting in poor agricultural productivity with direct negative impacts on livelihoods and food security. The Food and Agriculture or the United Nations is among the fore front humanitarian and development actors supporting the needs of the people affected by the crisis.
The ongoing process of resettlement of IDP’s by the government and improving access to land for agricultural in the northeast of Nigeria is providing an opportunity for increased smallholder engagement in agricultural livelihoods activities and therefore more resilience building assistance to support the communities to improve their livelihoods, food security and nutrition. Therefore, FAO is seeking a motivated international consultant to support its efforts in achieving its strategic vision.
One position is located in Northeast, the other is in Abuja.
Reporting Lines
Under the immediate supervision of the Head of FAO Nigeria sub office for the Northeast; Programmatic guidance of the Emergency Response Manager (ERM)
Tasks And Responsibilities
Under the overall supervision of the FAO Representative in Nigeria, immediate supervision of the Head of FAO Nigeria sub office for the Northeast; Programmatic guidance of the Emergency and Resilience Programme Manager and working closely with the Operations team, the incumbent will support the effective and timely delivery of the FAO Emergency and Resilience Programme in Nigeria. Specifically, the incumbent will:
- Support the Emergency Programme Manager on the implementation and day to day coordination of the emergency and resilience projects in the FAO Nigeria sub and filed offices; including emergency preparedness, needs assessment, programme design, monitoring and resource planning and allocation, in liaison and collaboration with the country office resource mobilization partnership and operations team.
- Coordinate with key stakeholders including government agencies, local communities, and international partners to ensure alignment and collaboration in the implementation of agricultural and livelihood support programs.
- Contribute to the technical design and development of quality project concept notes and proposals across FAO’s thematic areas of work for resource partners and contribute to the drafting of project progress and terminal reports.
- Support the Emergency Response Manager to Promote FAO’s Response, focusing on emergency and rehabilitation role and Programme with government parties, UN Agencies, Regional Organizations, NGOs and donors in the field.
- Provide technical support on matters related to procurement and distribution planning, project caseload planning and act as liaison between the sub office and relevant RAF/SFW/HQ technical units and LTO divisions to ensure timely clearance of technical documents.
- Assist the Emergency programme team in formulation and drafting of Call for Proposals for identifying relevant Implementing partners to support the emergency programme implementation.
- Work closely with the emergency programme team to draft Letters of Agreement and liaise with the operations team to ensure relevant clearance and a detail follow on the approval process, review LoA reports in accordance with provisions in the Letters of Agreement
- Support the tracking and monitoring of all emergency projects output and budget delivery in line with project timelines and in accordance with the established FAO project management guild lines.
- Liaise closely with the FAO country communication team to design and implement annual communication and visibility plans for all FAO emergency and resilience projects and in accordance with donor specific donor requirements.
- Assist the emergency programme team to ensure the development of advocacy and outreach plans, including key communication material such as situation reports, project briefs and appeals.
- Prepare various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications. Support the development of interim and terminal projects implementation reports for submission to resource partners.
- Monitor, update, and report on delivery/achievement of activities of implementing partners in the field through constant follow ups and field visits.
- Support the emergency programme Manager and the projects focal point to coordinate activities related to budget and funding (Programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports.
- Contribute to strengthening partnership relations with international and national non-governmental organizations, potential implementing partners, donors and other UN-Agencies to reinforce synergies between key stakeholders and ensuring correct implementation of activities in the field.
- Contribute to the provision of FAO inputs to relevant interagency documents and briefs on the humanitarian situation in northeast Nigeria, prepare briefs and reports on FAO programmes in response to the crisis in northeast Nigeria.
- Other tasks as required by the supervisor.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree in agricultural sciences, agricultural business management, project management, economics or and other related fields for the position
- At least 5 years of relevant experience with international NGO in the field of project implementation
- Working knowledge of English

- Familiarity with electronic software’s such as power point, excel, MS-ward, SPSS, Kobo tool. E.t.c.
- Experience in gender sensitive and transformational approaches and partnership networking in the project implementation
- Ability to work under pressure and meet deadlines.
