Office/Unit/Project Description

UNDP is currently working in various areas concerning sustainable development, from systems and institutional strengthening to inclusive growth and sustainable livelihoods, and sustainable energy, environment and resilience. The Action for Climate and Environment (ACE) Unit at UNDP is organized around the thematic areas of climate change adaptation and mitigation; chemicals and waste, circular economy, disaster management and resilience; and access to clean and efficient energy.

Hydrochlorofluorocarbons (HCFCs) are classified as controlled substances under the Montreal Protocol, an international environmental treaty for phase out of Production and consumption of Ozone Depleting Substances (ODSs). The phase out of HCFCs is being done through implementation of HCFC phase out Management Plans (HPMPs) along with policy and regulatory framework put in place through ODS (Regulation and Control) Rules, 2000 and its Amendments.

UNDP has been appointed as the lead implementing agency by the Ministry of Environment, Forest and Climate Change (MoEF&CC) for phase out of HCFCs in the consumption sector in India. The Chemical Management pillar in ACE Unit in the UNDP Country office handles the Montreal Protocol portfolio. The Operations Associate works in close collaboration with project team members of Chemicals Management pillar for resolving/provide support in administrative and finance related issues and information exchange.

The Hydrochlorofluorocarbons (HCFCs) Phase-out Management Plan (HPMP) Stage-3 is Multilateral Fund (MLF) project for the implementation of Montreal Protocol in India. The project aims to facilitate the implementation of the Ozone Depleting Substances (ODS) phase out activities and support in achieving the targets set out in the agreement between the Executive Committee of the Multilateral Fund and the Government of India.

The HPMP Stage-3 Has Four Main Objectives

Output 1: Refrigeration manufacturing enterprises to convert from HCFC 22 technology to non-HCFC and low-GWP technology

Output 2: Air-Conditioning manufacturing enterprises to convert from HCFC 22 technology to non-HCFC and low-GWP technology

Output 3: Equipment support to servicing sector enterprises Output 4: Project management support activities, awareness raising and capacity development

Main Purpose: The Admin and Finance Associate will provide dedicated support to the HPMP Stage-3 Project and support the Project Specialist in ensuring effective expenditure and reporting of all project activities. The incumbent will support implementation of the operational, administrative, and financial commitments under the project. S/he would also support the PMU in facilitating monitoring and evaluation of project activities against the indicators framed for reporting progress..

Duties And Responsibilities

The Admin and Finance Associate will work under the direct supervision of Project Specialist. The responsibilities include:

  • Maintain oversight of overall project finances of HPMP-3 Project including preparation of project budget and expenditure plan as per GOI, UNDP and donor requirements.
  • Provide support in finalization of Annual Work Plan (budget and financial component); enter annual budget

in ATLAS and responsible for getting ASL in time

  • Track expenditure and make timely payments
  • Facilitate and manage project audit of financial resources as per UNDP and donor requirements in

accordance with UNDP rules and regulations

  • Prepare financial reports for donors, Government and UNDP as per the financial guidelines, as per

requirement. Develop and implement procurement strategy in consultation with the project management

units as per the annual work plans. Manage tendering processes and evaluation, contract and other legal

implications pertaining to the contract

  • Undertake regular monitoring of procurement processes to ensure that they are performed consistently to

deliver the project outputs in timely manner and in accordance with the corporate standard.

  • Initiate timely recruitment processes as per the requirement of the projects in accordance with UNDP rules and regulations. Ensure appropriate use of different contractual modalities and contract management of the project management units.
  • Review the management of UNDP assets, facilities and logistical services for the team and events including meetings, trainings, workshops planned under the project.
  • Regular monitoring and analysis of the operating environment, timely readjustment of the operations, inform the team leader on legal considerations and risk assessment.
  • Analysis and identification of project-level operational and financial problems in cooperation with Programme Support Unit and provide possible solutions
  • Coordinate with project management and provide necessary /required administrative support.
  • Initiate activities for which UNDP is responsible to ensure Quality Assurance Assessment during implementation of the projects annually; and the regular updating of the ATLAS risk log
  • Coordinate with various UNDP operations units such as Finance, Procurement, HR, Administration and Security to meet the project’s operational requirements and ensure compliance with UNDP regulations (PoPP) and GOIs General Financial Rules (GFR 2017)
  • Follow up with Project personnel on submission and compilation of regular and timely progress reports including quarterly progress reports, Back to Office Reports, Annual Progress Reports etc.
  • Maintain project specific documentation and minutes of the important meetings; upload all necessary document in PIMS.
  • Any other responsibility related to the project assigned by the Supervisor(s).

Repotees to this position (if applicable): Nil

  • NPSA holders hired under a National implementation modality, remain under the administrative supervision of UNDP, even if daily supervision is ensured by the national counterpart.

Min. Education Requirements

 Secondary Education OR a university degree (bachelor’s degree) in Commerce/Science/Finance/ Economics or any other closely related field will be given due consideration but not a requirement.

Min. Years Of Relevant Work Experience

Minimum 6 years (with Secondary Education) or 3 years (with Bachelor’s degree) of work experience in financial management, general administration and programme support service

Required Skills

 Good understanding of audit requirements and compliance to the audit requirements.

 Ability to extract, interpret and analyze data and resolve problems

 Sound knowledge of financial rules, regulations and accounting procedures Strong IT skills

Desired skills in addition to the competencies covered in the Competencies section

 Experience in handling of web-based management systems. Knowledge of UN systems (ERP system) will be an asset.

 Experience of working with UN/International agencies/Government, Inter-Governmental/ Civil Society Organization on similar assignments will be preferred.

 Strong understanding of finance and Administration processes of UN/international agencies will be an added advantage.

 Ability to prepare minutes, reports and good interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
