Community Organized Relief Effort

CORE’s mission is to empower communities in and beyond crisis. Our vision is a more equitable world in which underserved communities are prepared and can effectively respond to crisis from within. CORE has led and/or partnered with local organizations in the delivery of programs using CVA in Haiti, the Bahamas, Brazil, Ukraine, Poland, Romania and Turkey, to date in addition to responses within the U.S. CVA is CORE’s preferred response modality when context allows and is committed to quality CVA at scale to ensure timely, effective, efficient and empowering assistance to crisis-affected communities. CORE delivers CVA to individuals and households affected by crisis and aims to begin to implement group cash transfers.

Objective of the consultancy

CORE is seeking a consultant or team of consultants to co-develop, with CORE’s Senior Advisor for Cash and Markets, and with input from teams including Programs, Finance, Procurement/Logistics and Monitoring, Evaluation, Accountability and Learning, an organizational toolkit on CVA that enables program quality and operational capacity in international and domestic responses. The toolkit should follow the program cycle, adhere to best practices, including protection and gender mainstreaming, and be user-friendly to align with CORE’s nimble DNA.

Scope of work

  • Review CORE’ standard operating procedures, tools, and guidance – 1 day
  • Propose toolbox outline and contents drawing on best practice resources, such as the CALP Network’s program quality toolbox among others, for CORE’s adoption or adaptation; recommendations to include revisions to ensure gender-responsive CVA and protection mainstreaming – 2 days
  • Develop CVA standard operating procedures, guidance, tools and templates with illustrative examples for input from CORE – 22 days
  • Revise guidance, tools, templates and illustrative examples based on feedback received from CORE – 5 days

Level of effort: 30 days

Timeframe for work to be completed: July 25-September 15, 2022

Materials to submit in application package: CV, letters of recommendation, and examples of humanitarian tools that have been developed.
