KNOWLEDGE AND LEARNING SPECIALIST – GENDER JUSTICE (OXFAM INTERNATIONAL LAC)

OBJECTIVE

Coordinates the definition and implementation of the learning agenda and facilitates processes of reflection and analysis of experiences to generate learning on strategic priorities with special focus on the Gender Justice priorities and how the relationship between them and Economic and Climate justice this will be done based on the Global and Regional Knowledge and Learning Frameworks. Provides strategic vision from his/her specialty and collaborates closely with the planning and accountability cycle to systematize and share progress, challenges and lessons learned (especially in relation to integrating feminist approaches) as inputs for decision making for continuous improvement and learning. For all this, the Knowledge and Learning Specialist will work in close coordination with teams at national, regional, and global levels based on the Oxfam’s Global Strategic Framework as well as the Regional Strategic Framework for LAC (MERLAC 21-25).

MAIN RESPOSIBILITIES

Learning Agenda & Learning Initiatives

  • Facilitate the definition of the Oxfam’s learning and knowledge agenda of Oxfam’s regional influencing strategy in local to global dialogue and exchange between regions.
  • Generate and share learning in the priority area of feminist principles and approaches based on participatory processes of knowledge management, research, sense-making, monitoring, and evaluation, where the lessons learned are used to design future strategies, planning, accountability, and internal/external communication, as well as to sustain and enhance the work of influence.
  • Provide direct support to implement a knowledge and learning agenda by identifying needs, gaps, priorities, and solutions based on the Global and Regional Learning and Knowledge Frameworks, with an strategic focus on integrating feminist approaches across all priorities.
  • Supports the coordination of a community of practice for learning which includes monitoring, evaluation, research, and knowledge management.
  • Coordinates the implementation of trainings and exchange in the learning questions prioritized in the regional agenda. All this involving other partners and following Oxfam’s feminist principles.

Compilation

  • Document and compile lessons learned and experiences from LAC countries to feed the learning agenda and accountability system.
  • Manage evaluation studies of strategic relevance with methodological support, and/or conduct internal evaluation processes, in close coordination with program managers and partners.
  • Monitor and aggregate of data collection exercises with support to countries and partners in alignment with the Oxfam’s accountability system (e.g. One Program Report, Output Reporting, women’s rights KPIs).
  • Ensure that the set of evidence is saved into the appropriate repositories and databases, global and/or regional.

Share (or Knowledge-In, Knowledge-Out)

  • Disseminate the knowledge generated through research and MEL program processes among teams, countries, stakeholders, and strategic partners, at the regional and global levels.
  • Design products that systematize and share lessons learned with differentiated audiences in an innovative way, in coordination with communications colleagues at regional and global levels.
  • Dedicate socialization and exchange dynamics with partners to further improve the approach to women’s rights, Gender Justice and feminist approaches.
  • Coordinate the exchange and co-creation of learning with Oxfam affiliates and Oxfam spaces focused on knowledge and learning, and/or for external events accompanying partners in line with feminist principles.
  • Interact and exchange lessons learned with other teams and partners in Oxfam at global or regional levels.
  • Engage in the global groups of MEAL and Gender Justice.

Culture

  • Contribute to promote the culture of evaluation and learning in LAC, as a key pillar in our role of social transformation, with particular emphasis on participatory processes, where multiple knowledge and perspectives are valued, as well as a spirit of self-criticism and a desire for constant improvement.
  • Ensure the implementation of the principles of partnership and feminist principles, which imply a major institutional transformation for Oxfam, and where the processes of design, planning, MEAL are key as spaces for dialogue and power.
  • Support annual accountability with contribution to quality reports.

EXPERIENCE, KNOLEDGE AND SKILLS

  • Bachelor’s degree in social sciences or economics (e.g. economics, development, cooperation, gender and feminist studies, political science, law, etc.)
  • Knowledge of and/or commitment to the decolonial agenda, as well as experience in gender justice and feminist work.
  • Demonstrable skills and experience with the facilitation of knowledge generation, sharing, and its application.
  • Demonstrable skills and experience with co-creating learning agendas with diverse teams and partners.
  • Understanding of the current challenges of decolonizing knowledge and establishing locally led learning agendas.
  • Ability to work with organizational teams and functions with different and competing agendas and needs related to information and knowledge.
  • Experience working with confederations or networks of organizations.
  • Strong skills in collaborative leadership for effective convening of multi-stakeholder groups.
  • Demonstrated high level of commitment to results, to high quality deliverables, and to holding oneself and others responsible and accountable for delivering concrete products.
  • High level of spoken and written English and Spanish is mandatory. French or Portuguese are considered desirable
