Main Purpose

Defining, coordinating, and monitoring the human, material, and organizational means of the activities in the Hospital according to program strategy, MSF protocols, procedures, and specific project objectives, the specificity of the targeted population and the availability of resources to guarantee the security, continuity, and Quality medical care for patients.

S/he is an active member of the Country Management/Coordination team; S/he also supports the Head of Mission through delegated tasks and responsibilities to contribute to a coherent, effective, and optimal functioning of the Mission.

General accountabilities

  • Defining, planning and organizing the setup, sizing, and budget for the Hospital in order to efficiently maintain the continuity of Quality of healthcare, ensuring inter-departmental coordination with medical team managers and all hospital related activities. Coordinating and supervising, together with the medical services and team supervisors, the full deployment of activities and functions, in order to grant quality levels and smooth delivery of medical services. In coordination with the Head of Mission, evaluating on a regular basis the pertinence and interaction of the Hospital in its environment, in view of the continuous analysis of the local and regional context.
  • In close collaboration with the medical departments of the Hospital, coordinating and supervising the implementation of the healthcare protocols, procedures and standards, assessing the different departments as well as providing technical support for medical doctors, to ensure the Quality of medical activities in the health structure and that protocols, security and asepsis rules are followed by the medical personnel.
  • In collaboration with the HR department and clinical department, implementing theMSFhealth policy in order to ensure hospital staff’s safety, providing all prophylactic and preventive measures and emergency plans.
  • Ensuring, in cooperation with the logistics department, that all hospital staff has the material and technical logistics support needed in order to ensure the Quality of medical activities planned. In collaboration with the pharmacy department, ensure efficient use, availability and good storage conditions of drugs and medical equipment for nursing and medical activities.
  • In close collaboration with the financial department, supervising both the medical budget plan and budget approval, in order to early detect potential deviations, reporting them to the line managers, and proposing appropriate alternatives.
  • In close collaboration with the HR Department, planning and supervising the human resources processes (recruitment, training, performance evaluation, detection of potential, development and communication) of the medical departments/services of the Hospital in order to ensure both the appropriate sizing and the amount of knowledge required, and to improve people capabilities, contribution and active participation.
  • Supervises the Health Information Systems (HIS) Department in coordinating the gathering of relevant data and indicators of the different departments in the Hospital, and participating in the regular reporting according to guidelines and needs (i.e. SitReps, medical statistical reports, etc)
  • Ensuring that all administrative procedures regarding the Hospital are duly followed; including the proper and efficient use of hospital documents

Context and specific accountabilities

Context

The Reconstructive Surgery Program (RSP) in Amman was established in 2006 to treat war-wounded people. With a high level of surgical expertise, extensive facilities, and a holistic approach to care, the Hospital provides a regional base for MSF to treat patients with complicated injuries – primarily from Iraq, Syria, Yemen and Palestine – who cannot be treated in their home countries.

MSF’s Reconstructive Surgery Hospital (RSH) is a 135-bed facility fully run by MSF, admitting approximately 45-50 new patients per month, with around 160-200 active patients in Amman at the same time, including outpatients.

The 2 operating theaters host every month around 80-100 surgical and anesthesia procedures, while MSF-run microbiology lab supports the provision of specialized care for surgical patients with complex infections.

In addition to offering specialized orthopedic, maxillofacial and plastic surgery, the RSH provides comprehensive rehabilitation services (physiotherapy, occupational therapy, 3D, mental health and psychosocial care) and aims to provide a friendly environment to recover, for adults and children who have faced far too much violence.

Specific accountabilities related to RSH and RSP context

Strategy and support to Head of Mission

• Lead the RSP strategy and actively contribute to the development of the mission strategy and annual plannig, including budget planning.
• Prepare and lead yearly MAP discussions for the part related to hospital strategy and activity
• Actively participate in RSP’s regional strategy (from the planning to the deployment of the strategy).
• Replace HOM in case of absence or upon request.

Specific management duties

• In charge of overall management aspects of the reconstructive Surgical Hospital, facilitates cross-cutting and transversal communication and relations between all the hospital departments in order to align teams and ensure efficient functioning of the Hospital;

• In addition to the main hospital departments (clinical, nursing, HR, logistics and finance) under the Hospital Director’s supervision, RSH’s Hospital Directorhas a responsibility in supervising and supporting the following departments, specific to RSP / RSH:
• – Health information system department, management by health data manager
• – Quality department, created in 2022, and managed by a quality project referent
• – Admissions department, managed by network & planning coordinator (based in country office) and deputy coordinator (based at the Hospital). Even though the network & planning coordinator is under the hierarchical supervision of the Head of Mission, the Hospital director has to coordinate closely with the admissions department to organize the patient pathways within RSP (validation, admission, discharge, exit of the program).

Management of specific projects

• With the support of RSH different Management teams, the Hospital director is in charge of leading the Patient-Centered-Approach (PCA) dynamics, ensure the dynamics stays alive and that agreed-on initiatives are implemented and assessed.
• In collaboration with the HOM, take the initiative and take the lead in collaborations or partnerships with other institutes or hospitals.

Additional, others:

• S/he is responsible of ensuring the security and safety of staff, patients and visitors within the Hospital. Reporting any concerning issue, in order to improve risk working conditions and to ensure staff’s full adherence to security rules and protocols.

Requirements

Education

– Essential: university degree.
– Desirable: degree in management (HR management, project management or hospital management)

Experience

– Essential: minimum of 2 years’ management experience in health facilities or
complex health project
– Desirable: working experience with MSF or other NGOs in developing countries.
– Desirable: experience in the design, monitoring, and evaluation of programs
