Lutheran World Federation

Background:

The Lutheran World Federation, in response to the Syrian refugee crisis, established operations in Jordan in 2012. The Lutheran World Federation is assisting refugees and vulnerable groups in Amman, Zarqa, Irbid, Mafraq and Za’atari camp. The Lutheran World Federation runs projects related to Livelihoods, Protection and Humanitarian Assistance.

Scope of Work:

The Team Leader will oversee daily implementation of the program activities for refugees and host communities in the Irbid office. The TL will manage project and support staff to ensure that daily activities are implemented in accordance with scheduled work plans’ S/he will report directly to the LWF Jordan Programme Manager. It Is essential that s/he is a strong team player, able to develop, coach and mentor field team members and is an effective communicator, able to work with internal and external stakeholders to achieve common objectives. S/he will manage the incentive based volunteer (IBVs) for Protection and livelihood projects.**

Specific Responsibilities:

Program Management

ü Oversee program start-up and ongoing program management and administration of teams across various projects.

ü Ensure that beneficiaries are effectively targeted according to established criteria.

ü Support Project Officers in reviewing and updating work plans throughout the project in cooperation with the Programme Coordinator and relevant thematic advisors (protection, livelihood).

ü Establish and maintain effective PMER systems for both internal and external use in coordination with the program staff, including end-user monitoring to ensure that designated households are receiving standard and intended support.

ü Ensure that monthly and final reports documenting all program activities, achievements and challenges are completed

ü Work closely with the Project Officers and IBVs to develop appropriate methodologies, materials and training for individual project staff.

ü Ensure appropriate participation in relevant coordination meetings and working groups, government and other specific coordination meetings, supporting data flow and lessons learned

ü Act as focal point for the LWF Irbid Community center.

Team Management

ü Coach, train and mentor team and volunteers with the aim of strengthening their technical capacity, exchanging knowledge with the team and providing professional development.

ü Provide team members with information, tools and other resources to improve performance and reach objectives.

ü Contribute to country team-building efforts, help team members identify problem

ü Coordination with team Officers and Programme Manger; ensure that the program adequately and cost-effectively addresses the needs of men, women, girls and boys, rooted in an understanding of the context and other initiatives within the education, protection and livelihoods sectors.

ü Provide daily coordination with Programme Manger to ensure that inputs and technical quality of program activities are efficient and coordinated.

ü Coordinate with the Government Liaison to insure complying with the governmental laws and regulations.

ü Coordinate with the Government Liaison regarding all external correspondence linked to program activities implementation.

ü Ensure that all activities implemented according to government approvals.

Finance:

ü Coordinate with (finance/programme manager/programme coordinator) to insure complying with the spending plan prepared for the projects in Irbid Area.

ü Responsible of the petty cash and monitor the admin expenses in the Community center

ü follow up on work advances for Irbid field team and ensure appropriate flow of documentation between the field and the head office in Amman.

HR & Admin:

ü Ensure LWF policies, procedures and the organization’s standard of ethics are uphold by the area staff and report any misconduct through the organization communication channel.

ü Ensure the employment compliance with LWF policies.

ü Coordinate with HR & Admin Manager on the area recruitment needs.

ü Personnel management not limited (staff leaves, time sheets … etc).

ü Initiate the team Performance Appraisal process and review.

ü Participate in the grievance and complaint investigation when requested.

ü Liaison with the HR & Admin manager on the monthly admin vouchers.

ü Advice and initiate HR initiatives and staff development plan with HR & Admin manager coordination.

ü Submit monthly and quarterly HR & Admin reports.

ü Ensure area office (supplies, stationary and office maintenance) regularly checked and available.

ü Address legal aspect related the work to the HR & Admin manager to consult the legal firm.

ü Carry out any other HR & Admin task request by the HR & Admin manager within the scope of the work.

Logistic

  • Procurement;

ü Understand the roles of LWF Logistics Department in order to provide back-up & support whenever necessary.

ü Ensure the compliance with LWF procurement manual.

ü Prepare the project procurement plan with the team.

ü Follow up with the team on the project Purchase Requests.

ü Ensure the adequate filling of purchases files: item description, signatures ….etc.

ü Support the logistic on the vendor identification when needed.

  • Equipment Management;

ü Ensure that the Equipment and Information Technology Management Policy is followed, understood, and respected by the area staff.

ü Be the focal point for IT related issues and requests and report IT requirement to the Logistic department.

ü Ensure that IT equipment is properly installed, followed up on, and upgraded (hardware, software, network, back up, security systems and devices).

ü Ascertain equipment installation, maintenance, monitoring, and traceability (computer, power-supply, communication etc.).

ü Ensure that the documents related to equipment management are compliant with LWF policy.

ü Make sure that LWF standard storage procedures are followed; ensure the quality procedures and control the stored goods.

ü Ensuring the physical management of stocks and storage facilities.

ü Apply equipment management procedures and written certification of each withdrawal of equipment from stock.

ü Ensure that the Equipment Monitoring (EM) is used and updated correctly, as well as the quality of the data it includes.

ü Follow up & request over all LWF premise/ Community Center.

ü Ensue the Community Center meet the minimum safety and security requirements & report any security aspect.

Fleet Management;

ü Define & ensure the registration of the weekly project’s movement plan and any travel requirements.

ü Follow up on the LWF car cleaning, maintenance ..etc with the logistic focal point.

Security;

ü Ensure compliance with security procedures and policies as determined by country leadership following the Country Security Plan.**

ü Report incident on the security focal channels.

ü Proactively ensure that team members operate in a secure environment and are aware of policies.

Other;

ü Carry out any other duties as requested by the PM

Professional Standards

The LWF and LWF workers must adhere to the values and principles outlined in the code of Conduct.

Requirements

Essential:**

· BSs degree required in any relevant field.

· Minimum 3 years’ experience in similar roles, and an adequate experience in the humanitarian field.

· Experience working in emergency/humanitarian/recovery context. desirable experience in livelihood, protection and education sectors,

· Excellent reporting skills in English.

· Excellent computer skills.

· Valid Driving license.

Context/specific skills and knowledge:

· Knowledge of the context in Jordan- both host community and refugee camps an advantage.

· Good communication and coordination skills.

· Knowledge of minimum Protection Standards.

· Strong computer skills.

· Good organizational and prioritization skills.

· Self-awareness and proven ability to operate successfully in different cultural environments.

· Ability to achieve results and maintain consistent high standards of professional behavior and achievement, including when working within remote management.
