General Background of Project or Assignment:

UNHCR, the UN Refugee Agency, is offering a home-based consultancy within the Division of International Protection, Field Protection Service.

Every year, millions of men, women and children are forced to flee their homes to escape conflict and persecution.

The Field Protection Service within UNHCR Headquarters’ Division of International Protection helps to strengthen preparedness and response to the most critical protection risks through analysis, guidance to field operations, emergency deployments, and mobilization of partners and other stakeholders. It also analyses and processes protection capacity and knowledge within UNHCR and partners to address acute protection concerns arising from conflict, natural disasters, and the adverse effects of climate change.

Growing up while fleeing war or persecution, displaced youth aged 15-24 are often thrust into an uncertain world and may find themselves at increased risk of sexual and gender-based violence, forced recruitment, exploitation, and detention. They can also become targets of xenophobia, harassment, and discrimination. While working with, and for, forcibly displaced youth, UNHCR aims to protect them from abuse and exploitation, at the same time nurtures their potential and supports them as they restart their lives.

UNHCR has made significant progress in recent years in promoting youth engagement and empowerment within the framework of our commitments outlined in the Executive Committee Conclusion on Youth (No. 113) and the UN Youth Strategy 2030 . UNHCR’s commitment to programming with and for youth has been articulated in the seven “Core Actions for Refugee Youth” which provide a strong framework to ensure that programming for youth adopts an inclusive and holistic approach. UNHCR’s Age, Gender and Diversity Policy also reiterates the UNHCR’s commitment to tapping into the vast potential of working with youth of concern and host community youth.

In 2020 and 2021, UNHCR piloted a new regional approach on youth protection in selected country operations called “Raising UNHCR capacities for youth”. This new regional approach builds on the lessons learned and best practices of the Youth Initiative Fund (YIF) and the Global Youth Advisory Council (GYAC). This new approach has a strong component on capacity development.

The position

UNHCR is seeking to hire a consultant to: 1) Produce the Youth Report; and 2) Support ongoing webinars/workshops for operations, Bureaux and youth

Deliverables

Deliverable 1: Youth Report. The consultant will lead the drafting of the Youth Report. S/he will liaise with editors and designers. The report is between 50 pages. Estimated working days: 50.

Delivery 2: Capacity development support to operations/partners. Support online training and coaching sessions for UNHCR staff and partners in selected operations. Estimated working days: 11.

Overall purpose and Scope of Assignment:

The main purpose and scope of the assignment is twofold:

  1. Draft the Youth Report:
  • Develop an outline for the Youth report
  • Extract and analyse quantitative and qualitative data from UNHCR’s results-based management tool “FOCUS”, good/promising practices compilations and other relevant reports.
  • Draft (including graphical visualizations), UNHCR’s Youth report
  • Liaise with 1) technical leads in DIP and other relevant Divisions 2) sector leads (as necessary), 3) Regional Bureaus, in the context of drafting the reports and vetting the selection of examples
  • Liaise with the editor to ensure the report is copy edited and aligned with UNHCR Style Companion
  • Liaise with an external designer to ensure design of the report is done in time for the Standing Committee and in alignment with UNHCR’s brand book.
  • Develop a strategy for communicating with the field with the purpose of collecting and disseminating good practices, which aligns to the methodology developed by FPS for documentation of field practices.
  • Carry out a desk review of existing reports, including mid-year and end-year reports, mission reports, and examples uploaded by the field through the promising practices common channel, with the purpose of identifying potential good/promising practices from the field.
  • Reach out to staff in the field and Bureaus with the purpose of supporting the documentation of good and promising practices for internal and/or external use.

2. Support to webinars/virtual workshops

  • Assist online capacity development sessions for selected country operations and partners.
  • Conduct the online evaluation of the webinars/workshops.
  • Identify and apply ways to make the sessions more interactive such as the use of applications (Mentimeter, etc.).

The consultant will prepare a work plan to ensure deadlines are met, to make sure that the Youth report and the other deliverables are finalised and published on time. The consultant will be responsible for holding consultations with Bureaux and Divisions, including units within the Division of International protection (DIP), and other Divisions as relevant to validate the results of the analysis and to undertake three rounds of revision with senior management (before and after final editing of the reports by a professional editor).

The consultant will report to the Protection Officer (Youth) with regular meetings held between the consultant and the Protection Officer (Youth) to monitor progress. Monthly meetings will also be held with the Snr. Protection Coordinator for further feedback.

3. Monitoring and Progress Controls (report requirements, periodicity, format, deadlines):

a. The final product (e.g., survey completed, data collected, workshop conducted, research documents produced specify):

  • The Youth Report(it includes four promising practices from the field)
  • Support to webinars, virtual workshops (5).

b. Delivery Periodicity, as applicable:

October deliverables

  • Draft 1 of the Youth report on promising practices (by 15 October) estimated 18 working days.
  • Logistical support to two webinars/virtual workshops (by week 3) estimated 5 working days.

November deliverables

  • Draft 2 of the Youth report on promising practices (by November, week 1) estimated 10 working days
  • Final draft of the Youth report on promising practices (by November, week 4) 7 working days
  • Logistical support to two webinars/virtual workshops (by week 2-3) estimated 4 working days.

December deliverables

  • Edited and designed Youth report (by December 31) This is coordinated with the editor and designer. Estimated 15 days.
  • Logistical support to one webinars/virtual workshops (by week 1) estimated 2 working days.
  • Work on the basis of time employed Full time

If it is to result in a written product specify:

1. Number of pages: The Youth Report is expected to be between 50 pages. It will include four promising practices to be each of approx. 10 pages.

2. Language(s): All deliverables are expected in English

3. Number of copies: 1 copy of each document

Qualifications and Experience

  1. Education (Level and area of required and/or preferred education):

A basic university degree in social sciences, community development studies, law or a related field.

2. Work Experience

6 years work experience if with BA, 5 years work experience if with post graduate degree, in the field of social sciences, youth engagement and community development work, or a related field.

Preference will be given to candidates familiar with UNHCR’s AGD work and UNHCR results-based management system.

Experience in AGD-inclusive programming, youth programming and / or gender equality programming.

3. Key Competencies

(Technical knowledge, skills, managerial competencies or other personal competencies relevant to the performance of the assignment. Clearly distinguish between required and desired competencies)

  • Proven research and analytical skills to be able to identify and highlight thematic and regional trends, specifically on human rights concerns
  • Experience in working with quantitative data and indicators
  • Ability to draft and write with clarity, high level of analysis, and conciseness.
  • Proven previous experience in writing reports (include examples of publications with your application)
  • Experience in presenting analysis result through visualisations
