SPARK is an international development organisation with more than 28 years of experience in supporting entrepreneurship development in fragile states. Soon we will start implementing a new programme to support entrepreneurship development and MSMEs growth in the Benghazi region.

We are looking for a results-oriented and experienced Youth and Skills Expert. He/she is responsible for overall managing the youth and skills component on an EU project in Libya. The position offers a great opportunity to be deeply involved in business development and (youth) job creation in conflict affected environments.

Main Tasks and Responsibilities:

The responsibilities and tasks include, but are not limited to:

  • Work with youth and a pool of partners on creation of new and support of existing youth-centred start-up activities;
  • Developing, selecting, and implementing networks and systems of youth skills engagement;
  • Organize events and capacity building activities to support youth entrepreneurship development;
  • Facilitate training programmes for youth and adults on vocational and entrepreneurial skills;
  • Promoting collaboration through the design of training curriculum to promote entrepreneurship and provide skills training to youth for future employment;
  • Contribute to learning expertise development across programmes/regions in this area of expertise;
  • Liaison with key stakeholders and partners;
  • Execute monitoring and reporting tasks for the relevant program component.

Requirements and Skills

  • At least 3-5 years’ experience working with youth entrepreneurs, start-ups, youth skills development;
  • Solid understanding of vocational education, youth capacity building, curriculum development and/or another relevant field;
  • A relevant network in Libya;
  • Bachelor’s Degree required, and master’s degree strongly preferred in business administration/MBA, international business, international relations or relevant field;
  • Demonstrated ability to cultivate, build and maintain strong working relationships with youth groups in fragile settings;
  • Familiarity with a broad range of innovation approaches and methodologies.
  • Fluency in spoken and written English and Arabic. French is an asset.
  • Forward-thinking, proactive and service minded;
  • Available and willing to very frequently travel between project locations in Libya.
