ABOUT THE MISSION…

SI opened its mission in Yemen in 2017, establishing its coordination in Aden. With the support of the Emergency DESK, SI mission was able to quickly acquire operational capacity, which was first deployed in Lahj Governorate, for implementation of WASH and Food Security Programming. Over the course of 2018, SI expanded the geographical scope of its intervention, and established presence in Al Turbah and Al Mokha in Taizz Governorate.

SI Programming in Yemen focuses on access to safe water and disease prevention through provision of WASH services, addressing immediate food needs of communities at risk of famine, as well as providing timely response to displacements of population and AWD/cholera outbreaks. Its portfolio is primarily composed of WASH Emergency projects, along with unconditional cash distributions and cash for food distributions along with early recovery livelihood activities.

WaSH/Shelter: WaSH support to rehabilitate health facilities, water trucking, water system rehabilitation, cholera/hygiene prevention kit distribution, emergency sanitation construction, hygiene promotion and distribution of shelter/NFI kits.

Cash Assistance: Multi-purpose cash assistance and Cash for food for beneficiaries in Taiz and Hudaydah governorates in order to respond to acute food insecurity and participate to the humanitarian response against hunger.

Livelihood: A pilot component of livelihoods activities is under evaluation for implementation for 2023.

The mission has a forecasted budget of about 18 million USD for 2023, and the Al Mokha base financial volume is about 7M EUR for 2023. The mission is composed of 18 expatriates and approximately 120 national employees and is funded by BHA, AAP/CIAA, CDC, YHPF, SDC, Dutch MoFA and ECHO. 4 expatriates and 38 national staff are part of the AL Mokha base

ABOUT THE JOB

  • General objectives

SI is looking for a WASH / FSL Program Manager based in Al Mokha.

The WASH / FSL program manager is in charge of the implementation of the different projects under his/her responsibility and of achieving the objectives defined in the project agreements. This currently covers three projects with financial support from ECHO and YHF with a main component of emergency and early response WASH with additional components of Shelter/NFI and FSL. In addition to cash for food distributions, the livelihoods dimension of the program is currently being developed.

He/she is in charge of supervising the operational teams allocated to the projects under his/her oversight, while coordinating closely with WASH Program Manager in charge of the Resilience Project.

He/she guarantees the proper execution and the quality of the implemented projects within budget and work plans agreed with donors and local stakeholders, and where applicable, suggests adjustments or modifications to assure relevance. Reports to field Coordinator, with technical oversight link from WASH Coordinator and technical input from FSL Coordinator, both based in Aden.

  • Specific stakes and challenges

Specific challenges associated with the position include implementation of three projects with funds from two donors and different financial and programmatic guidelines. Also, the position involves developing FSL activities in Al Mokha operating area outside of Cash Distributions and with more advanced pilot livelihoods activities.

The life in Al Mokha implies following strict security rules and little opportunities for socializing.

Priorities for the 2/3 first months

  • Start the planification and implementation of the YHF 2022 3rdallocation project
  • Start the planification and implementation of the ECHO 2023 extension
  • Implement the YHF 2929 project which has been delayed so far

MANAGEMENT

The base WASH / FSL Program Manager will manage a team of 11 persons (3 under direct supervision: 1 Hygiene Promotion Team Leader, 1 Watsan Team Leader and 1 FSL Team Leader and 8 officers under them).

The WASH / FSL Program Manager reports directly to the Field Coordinator.

YOUR PROFILE

Education and experience

  • Minimum bachelor degree in hydraulic and/or water sciences / engineering degree
  • 2 years’ experience as WaSH Program Manager (focusing on emergency/early recovery projects) or related position
  • Experience in working in tense security context with strict security rules is an asset
  • Experience in team management is an asset
  • Experience in remote/semi-remote management is an asset
  • Experience in delivering training and capacity building of staff is an asset
  • Previous field experience with SI or knowledge of SI processes is an asset;
  • IT skills: Excellent knowledge of Microsoft Office software.
  • Knowledge of Epanet, Water Cad, Sewer Cad, GIS and Auto Cad softwares is an asset.
  • Strong knowledge of the project cycle, project implementation, project follow-up as well as the local humanitarian context. Experience with YHF and/or ECHO project implementation is a plus.

Personal abilities

  • Languages: English (fluent in writing and speaking), Arabic a strong asset
  • Personal qualities: Organized with strong capacity of tasks prioritization, reliable, capacity to work under stress, very good interpersonal skills, initiative and autonomy
  • Capacity to understand a complex security context and to follow security rules
  • Excellent communication and diplomatic skills
  • Strong analytical and writing/editing skills

SI WILL OFFER YOU

Security and Living Conditions

The situation in terms of security remains tense in Al Mokha and its surroundings Al Khawkha, Hays, Taiz, due to the proximity of the frontline, the political unrest and the presence of numerous armed groups. Main identified threats in Al Mokha are carjacking, crossfires (wrong location at the wrong moment), landmines, IED, shelling and road accidents. To mitigate these risks, SI has developed strict security rules that the applicant needs to be ready to abide to.

Key information about living conditions

SI office in Al Mokha is shared with the guesthouse (same building). Security rules are rather restrictive with a curfew at 8.00pm, an interdiction to walk in the streets and movements limited to a few validated areas. When security allows, expatriates are allowed to go to supermarkets, and to one beach. Guesthouse are comfortable as per middle-east standards (individual rooms with AC, 24/7 electricity, furnished kitchen, etc,).

The coordination team and office are based in Aden.

Passing by Aden you’ll be accomodated in a shared guesthouse (same building of the office). Security rules in Aden are rather restrictive, with a curfew at 8 pm, extended to 9 pm in the area where most INGOs are located. Trips to the field is possible for expatriates under certain condition but are limited to keep the presence of international staff low profile.

A salaried position: starting from 1980 euros gross per month (1800 € + 10% annual leave allowance paid monthly) and a monthly per diem of 750 USD a month. Please note that salary is not negotiable with SI.

Vacation: During the assignment, a system of alternation between work and time-off is implemented at the rate of one break after two months spent on the field. For a one-year assignment, the expatriate will have a 9 calendar days break for every 2 months spent on the field (with 850 USD allocated by Solidarités). In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
