ABOUT THE MISSION…

SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Turbah and Al Mokha in Taizz Governorate and operational presence in Hodeidah, Lahj, Dahle, Marib and Abyan Governorates.

SI Programming in Yemen focuses on providing multi sector and timely assistance to displacements of population and AWD/Cholera outbreaks, as well as addressing immediate food needs of communities at risk of famine. Its portfolio is primarily composed of WASH Emergency projects, Emergency Shelter along with unconditional cash distribution but is developing recovery and resilience programming in both WaSH and food security sectors.

The mission has a forecasted budget of about 16M Euros for the year 2023. It operates from Aden, where the coordination is based, and 2 operational field bases located in Al Turbah and Al Mokha, and an EPRT base, in Aden. The mission is composed of approx. 19 expatriates and about 120 national staffs. Objectives for the mission for 2023 is to build on its Emergency Response capacity to expand in hard to reach areas, and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience.

SI has been one of the first humanitarian actors to access the West Coast, and remains as of today positioned in hard-to-reach areas close to the frontline of Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence. After a significant scale up in financial and operational volume on the West Coast in 2019, SI is expecting to maintain a similar portfolio in the area for 2023.

The Logistic Manager will oversee the logistic departments of the emergency and preparedness response team (EPRT) intervening in the South of Yemen. The EPRT is intervening in emergency WaSH (Water trucking, sanitation construction, distribution of Hygiene kit, HP awareness….), WaSH in Health with a strong focus on water-borne disease preparedness and response (Rehabilitation of Health Facilities, Distribution of cholera kit and second line response at village level, Water supply at Health Facilities level…), Shelter/NFI kit distributions, and finally in emergency cash for food assistance.

The objective of the base for 2023 is to have the access and capacities of response in the current six governorates and expand to 2 additional governorates and enforce EPRT ongoing strategy and structuration.

ABOUT THE JOB

Job description:

The mission is looking for a Logistics Manager, based in Aden with regular field visits, including to the sub-base in Marib city, where there is one admin/log supervisor; and to locations where SI EPRT maintains warehouses (Ad Dhale, Marib, Abyan). He/she will be in charge of setting strong logistics and compliance procedures, especially in supply, and focus on national staff capacity building.

The Logistics Manager will implement and supervise all logistics operations at his/her assigned base and sub-base. He/she will organize logistic support for programs, in keeping with Solidarités International procedures. He/she will assist the Field Coordinator in the implementation of safety rules.

Specific stakes and challenges

The EPRT base is relatively young with about three years activity only, therefore the EPRT Logistics Manager will face the associated challenges to maintain/enforce structuration of the team. Specific challenges associated with the position relate to emergency nature of activities, capacity building of local team, multi sector and multi governorates interventions requiring adequate organizational support.

Priorities for the first 2/3 months

  • Enforce EPRT strategy and structuration of the team: deployment of a new HR set up for logistic team
  • Support the transition of Marib to a full base on the interim.
  • Ensure capacity building and coaching of the logistics team
  • Strengthen enforcement of internal processes and compliance in logistics
  • Reinforce our warehouse management

Management:

The base Logistics Manager will manage a team of six logistics staff, including:

  • Based in Aden, 1 Logistics Supervisor, 1 supply supervisor, 1 procurement officer, 1 storekeeper, 1 radio operator;
  • Based in Marib, 1 Logistics/Admin Supervisor (jointly managed with the admin manager).
  • Additionally, the logistics manager will be responsible for watchmen and drivers (not direct staff).

YOUR PROFIL

Specific skills and experience:

Education and experience

  • Technical education and significant experience in the logistics
  • Previous experience as a Logs Manager (1-2 year) a prerequisite;
  • Experience in capacity building;
  • Experience in tensed context in terms of security is an asset;
  • Experience in remote management is an asset

Knowledge and technical skills

  • Expertise on local procurement;
  • Strong expertise on supply processes;
  • Experience on setting strong log procedures and compliance mechanisms ensuring log tools are known and used by all;
  • Ability to analyse and create data on log department to improve efficiency;
  • Good and proven writing and spoken English are required;
  • Arabic speaking is an asset;

Transferable skills

  • Transferable skills in logistics appreciated;
  • Main component of this position will be to train and reinforce as much as possible the supply supervisors
  • Knowledge and experience of the Yemen or Middle East countries appreciated;

Qualities:

  • Multi-project support experience;

SI WILL OFFER YOU

A salaried position
According to experience, starting from EUR 1800 gross per month (+ 10% annual leave allowance paid monthly i.e. 1980 euros gross per month) and a monthly Per Diem. SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months spent in the field.

Social and health cover
Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

EPRT office is located in Aden city and EPRT team is active in four to six different governorates with its specific constraints, notably because most of EPRT activities are located close to frontlines. The security in Aden remain fragile because of the ongoing tension between both STC and IRG forces in the “South” and overall fragmentation. The presence of IS and AQ in some located areas in the Center/East of the country is an additional risk yet both groups have not been escalating in attacks nor regular, incidents are decreasing since 2017. In all Governorates of intervention where SI-EPRT is intervening close to the frontline, the main risk remains to be “at the wrong place at the wrong time” and to be impacted by crossfires and/or shelling. The risk of INGO carjacking is new yet to be considered seriously, but the risk of expat targeting/kidnapping is quite rare. Animosity fueled by recent anti INGOs social media campaigns is considered very minimum at the moment.

Strong mitigation measures are in place, in addition to C19 prevention measures leading to restrictive movements within Aden for expatriate. Dedicated SOPs for each area of intervention are developed and enforced for movement to the field for both international or national staff.

The field office in Aden is shared with the guesthouse (same building). It is located 5 minutes-drive from the coordination office, which also shares guesthouse and office. Security rules in Aden are rather restrictive, with a curfew at 6.00 pm, extended to 8.30 pm in the green zone, where most INGOs are located. Expatriates are allowed to go to the supermarket, to one restaurant (not during C19 pandemic), one castle and two beaches. Guesthouse are comfortable as per middle-east standards (large rooms with AC, with high-standard bathrooms with running water).
