ABOUT THE MISSION…

Now in its 7th year, the Humanitarian crisis in Yemen has become protracted, and amongst the major ones in the world today. The conflict is a complex mosaic of immense power struggles from local to regional to international. The crisis has compounded poverty and suffering, with 80% of Yemenis now living below the poverty line while the security situation remains volatile.

According to the Country Humanitarian Needs Overview (HNO) 2022 by OCHA, 23.4 million people or 75% of the country’s population are in need of assistance, of who 12.9 million are in acute need, with 3.3m being IDPs. About 17.8million are in need of WASH services, with 11.2m in acute need. On top of the C19 pandemic, diarrhea, cholera, malaria and dengue fever are cyclic and endemic, exacerbating morbidity levels and worsening the near -collapsed health system.

Yemen being among the topmost water stressed countries of the world, water insecurity forms part of the core dimensions to poverty and social tensions. Hence WASH actors including donors have begun to shift focus beyond protracted emergency solutions such as water trucking and short term fecal management to address water security and water resource management anchored on data and evidence based project design and rebuilding capacity of communities and Govt. institutions to play their pre-war roles.

Solidarites International (SI) has been intervening in Yemen since 2017, targeting approximately 250,000 beneficiaries annually through FSL, WASH and emergency shelter interventions. The country mission has a mean staff strength of 143 with mean annual project portfolio of EUR 12 million. The country office is in Aden city in the South, with 2 regional field offices (one on the Red sea West Coast and one in Central Taiz governorate) and the emergency alert unit based in Aden and responding to emergencies within the protracted emergency across several governorates in South Yemen.

SI country strategy 2022-2025 outlines a double nexus logic of intervention to the protracted emergency in the country, namely; emergency alert response or providing multi-sectoral response to shocks, early recovery or provision of dignified living conditions to affected populations and thirdly, resilience or rebuilding and strengthening conflict affected communities.

ABOUT THE JOB

General objective and main responsibilities:

The Partnership and Grant Coordinator plays a key role in developing and monitoring the partnership and financial strategies for the country office. He or she guarantees a high level of interdepartmental coordination in the management of grants and provides strategic support to the country office on issues of donor relations, external representation, implementing partners management, external compliance, and donor accountability.

The key responsibilities for this job include (but are not limited to) the donors’ relationships, contributing to the country office funding strategy, being in charge of the contract management, overlooking the partnership, coordinating the audit & external compliance, as well as the external communication.

Priorities for the first 2-3 months:

Strengthening the Grants and Partnership Department (Grants & Partnership Coordinator and Reporting & Communication officer) with the support of the Deputy Country Director for Programs; clarifying its role and positioning within the coordination team
Taking a significant leadership in the next round of project proposal writing as well as in donor reporting.
Consolidating donor and partner mapping and designing the first draft of funding strategy (with both DCD-P and CD)
Continue to assist the CD in donor engagement planning and follow-up

Management:

The position will be lined managed by the Deputy Country Director and will be part of the Coordination Program team including a WASH Coordinator, an FSL Coordinator and a MEAL Coordinator. The position is under the functional supervision of the Donors Development and Accountability Manager, based in HQ. This position manages a Reporting and Communication Officer

Budget

The mission has a forecasted budget for 2023 of about 16M Euros. Main donors are: ECHO, BHA, SDC, Dutch MoFA, CDC, CIAA, YHPF

YOUR PROFILE

Specific skills and experience:

At least 2 years of relevant experience in grant management in humanitarian contexts;
Previous successful experience developing projects and writing proposals to humanitarian donors;
Knowledge of main donor regulations and priorities, particularly ECHO, BHA, OCHA;
Experience in supporting emergency responses in a tense security context and remote setting;
Experience in the Middle East is an asset.

Skills:

Excellent analytical and writing skills;
Excellent communication;
Excellent abilities to coordinate with people of different sectors/departments;
Detail oriented, organized, and able to manage competing urgent requests and priorities;
Flexible and able to handle pressure well;

Language:

Excellent English (written, spoken and read) is mandatory
Proficiency in French will be considered as an advantage.

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2400 euros gross per month (+ 10% annual leave allowance paid monthly i.e. 2640 euros gross per month)
and a monthly Per Diem of 750 USD.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Specific constraints related to security:

The situation in terms of security remains tense in Aden and its surrounding Lahj governorate, due to the proximity of the frontline, the political unrest and the presence of different armed groups (STC, IRG) but also Jihadist groups as IS and AQAP. Main identified threats for Aden are crossfire (wrong location at the wrong moment), kidnapping or hostage taking (even though there is no proven history of kidnapping of expatriates), crowd mob and road accidents. To mitigate these risks, SI has developed strict security rules that the applicant needs to be ready to abide to.

Key information about living conditions:

Grants & Partnerships Coordinator would be accommodated in Aden. The living conditions in Aden are quite good even though movements are very restricted (early curfew and most of the city being considered as no-go or restricted areas). Trips to the field is possible for expatriates under certain condition but are limited to keep the presence of international staff low profile.
