ABOUT US

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

ABOUT THE MISSION

SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Turbah and Al Mokha in Taizz Governorate and operational presence in Hodeidah, Lahj, Dahle, Marib and Abyan Governorates

The mission has a forecasted budget of about 13M Euros for the year 2023. It operates from Aden, where the coordination is based, and 2 operational field bases located in Al Turbah and Al Mokha. The mission is composed of approx. 19 expatriates and about 120 national staffs. Objectives for the mission for 2023 is to build on its Emergency Response capacity to expand in hard to reach areas, and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience.

In Al Mokha, SI implements emergency and resilience WASH programs, funded by ECHO, CDCS, and SDC and Dutch MOFA. WASH activities entail water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns; and a 3-years resilience project looking for more innovative, sustainable and resilience focus wash activities. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs.

SI has been one of the first humanitarian actors to access the West Coast, and remains as of today positioned in hard-to-reach areas close to the frontline of Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence. After a significant scale up in financial and operational volume on the West Coast in 2019, SI is expecting to maintain a similar portfolio in the area for 2023.

ABOUT THE JOB

General objective:

In-country Humanitarian situation follow-up and Emergency Strategy Making
Management and Support of the Emergency Preparedness and Response Team (EPRT) of the Mission
Coordination of Project Cycle Management of Emergency Programs
External Coordination and Representation to relevant emergency-oriented clusters (RRM, CCCM among others) and actors (partners, INGOs, NNGOs, UN Agencies, authorities)

The main challenges:

The position is new in the set up of the Mission and will require a strong emergency mindset to impulse a new modality as first-responder in a team that has often operated as second-liner.
The EPRT is relatively young, with three-years activity only, therefore the Emergency will face the associated challenges to maintain/enforce structuration of the teams. Specific challenges associated with the position relate to implementing emergency response programming in Yemen; i.e. insecurity and access constraints (including administrative access constraints), challenging coordination between humanitarian actors along with poor reliability of secondary data in hard to reach locations.
The Emergency Preparedness and Response Strategy 2023/24 for the Yemen Mission has recently been developed and needs a strong leader for actual implementation

Priorities for the 2/3 first months:

Implement the new emergency strategy of the Mission, with a focus on putting in place an alert detection system and reinforcing SI’s role as first responder
Update/ Enforce EPRT organigramme of the team for the above purpose
Create access in Hadramawt and Shabwa Governorate

YOUR PROFILE

Education / academic background:

BA minimum

Specific skills and experience:

3-4 years experience in the humanitarian sector
Knowledge of emergency programming
Strong knowledge of security management
Advanced analytical skills
Strong leadership skills
Advanced communication and negotiation skills and capacity to work under stress

Languages:

Fluency in written and oral English mandatory
Arabic an asset

SI WILL OFFER YOU

A salaried position:
According to experience, starting from EUR 2860 gross per month (2600€ base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Security constraints: The situation in terms of security remains volatile in Aden, linked to the political tensions and fragmentation and the presence of several armed groups competing over the control of the city. Nevertheless, INGOs are not a direct target in the city. Main risks for INGOs in Aden relate to crossfire (wrong location at the wrong moment), crowd mob and road accidents. To mitigate these risks, SI has developed strict security rules that the applicant needs to be ready to abide to.
More importantly, EPRT moves in several Governorates and areas where the security situation is extremely volatile and incidents are not uncommon.

LIVING CONDITIONS:

The coordination office in Aden is shared with the guesthouse (same building). Security rules in Aden are rather restrictive. Expatriates are allowed to go to the supermarket, to one gym, few restaurants, and two beaches. Guesthouse is comfortable as per middle-east standards (large rooms with AC, good-standard bathrooms with running water). A gym and rest area have been built on the roof of the Guesthouse to improve expatriates’ living conditions (a pool table, darts game, and a baby-foot are available in the Guesthouse). In recent years, the number of international staff has increased in Aden, allowing for regular social gathering.
