Particularly committed to the fight against water-borne diseases, the leading cause of death in the world, SI provides expertise in the areas of access to safe drinking water, sanitation and hygiene promotion, as well as in the essential area of food and livelihood security. SI’s teams are present in more than 23 countries – a total of 2,500 people, including expatriates, national staff, permanent headquarters staff, and some volunteers.

ABOUT THE MISSION

Solidarites International (SI) started its operations in Yemen in 2017. Supported by the country office in Aden, SI operates through three bases: Taiz and Al Mukha in Ta’izz governorate and Marib base in Marib governorate. SI operates a roving Emergency Preparedness and Response Team (EPRT) based in Aden, with current operations in Lahj, Abyan, Shabwa and Ad-Dhale (and context monitoring for eastern governorates, such as Hadramawt). SI is currently undertaking nine different projects in Yemen, targeting more than 260,000 individuals. SI has been implementing MPCA since 2019 with two programs that have MPCA components. Early recovery livelihood activities are currently ongoing in Taiz and Marib.

The strategic goal of livelihoods programming in SI is to enable the self-reliance of vulnerable populations, ensuring their economic empowerment, making them food secure and develop their capacity to participate in the achievement of sustainable solutions. SI FSL Strategy (2022-2025) sets out specific results that the organization needs to achieve to effectively support and protect the livelihoods of vulnerable populations and enable their self-reliance. To operationalize Yemen FSL Strategy SI released the Operational Guidelines on various livelihood activities such as for livestock, farming and cash grants which emphasizes community participation, data-driven and market-based approaches to improve livelihoods programs in Yemen. One of the requirements is that SI conduct value chain analyses, to inform strategic planning and design livelihoods interventions that will provide sustainable, market-based opportunities for vulnerable communities and households.

PURPOSE OF THE CONSULTATION – ABOUT THE MARKET

The overall objective of this assignment is to carry out a Value Chain Analysis of agricultural commodities (Vegetable and goat/sheep) and explore opportunities within these agro-value chains for women to access employment or create businesses in Taiz governorate (Taiz city and surrounding districts) to provide evidence-based information to programme design. In particular, the Value Chain Analysis t should shed light on the status and viability of existing and potential markets and determine which hold promise of employment opportunities, businesses creation, product expansion, market viability, value addition opportunities, quality improvement and input availability to small producers.

The purpose of the Value Chain Analysis is to determine how the identified value chain(s) can be developed to include more vulnerable families in self or wage employment, upgrading the role of host communities and increasing their share of the profits. The value chain analysis will lead to value chain development strategies with practical action points.

Within the key value chains the consultant will assess the potential for growth, profitability, and employment of local agro based economy. The assessment will identify agricultural value chains with high potential of employment opportunities. The identified value chains should eventually include many beneficiaries (IDPs and members of the host communities).

REQUIRED PROFILE

Academic: Assessment team should have minimum qualification of bachelor’s degree in economics, marketing, Statistics, Agriculture, Food Security and Livelihoods, Development Studies/planning or related advanced university degree in, financial management or other related fields.

Professional Experience:

a) Demonstrated senior level (over 2years) experience in the design, implementation and management of large scale multi-sectoral VC market assessment and evaluations in an humanitarian/development context.

b) Proven experience in planning, implementing, and monitoring livelihoods programmes

c) Experience in working with international and national NGOs or with government authorities at national level.

d) Full working knowledge of English and excellent report writing.

  • An up-to-date CV of the consultant and all participants within the consultancy team (including field team)- three-page maximum.
  • Cover letter – one-page maximum.
  • Technical proposal – 6 pages including the following but not limited to
    • Relevant experience –FSL related projects.
    • Understanding of the assignment.
    • Proposed methodology, sampling, tools, and techniques.
    • Propose a clear timeline showing the details for the completion of each of the evaluation phases. The proposed schedule should include time for briefing and debriefing on the mission.
    • Approach for data collection, cleaning, analysis, frequencies.
    • Propose outline of the survey report.
    • Composition of team, their resumes and assigned roles in the survey.
  • Financial proposal. Includes breakdown of costs such as consultant fee, training, stationary, traveling and lodging etc.
  • Consultant profile:
    • Training and qualifications
    • Professional experience (if relevant to consultancy, specific skills and/or specific context conditions)
    • Experience in assessment/research
    • Experience in facilitating learning and participatory processes (in the case of a learning-oriented lessons learned and recommendations)
    • Knowledge of the country/area of intervention
    • Required qualities.

  • Sample copy of at least two similar assignments in past work.

At least 2 references. Bids that do not include at least one reference for consulting or research work will not be considered.
