Job Description

CONTEXTUAL BACKGROUND

The IRC established programmes in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), shelter, education, and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC’s assistance and emergency programmes address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in Najaf, Karbala, Baghdad, Tikrit, Sulimaniyah, Dohuk and Mosul. The IRC has WPE programming in seven governorates and provides both direct service provision (through women’s and girls’ centers and mobile teams) and technical support to local partner organizations to implement safe spaces and deliver services to women and girls as well as longer term capacity building of local NGOs, government service providers, and other protection actors on GBV related topics.

The IRC now has ongoing programming in Ninewa, providing cash assistance and protection services to Iraqis affected by the military operation to re-take Mosul, forcing many into displacement. To ensure the safety, wellbeing and protection needs of vulnerable women and girls are met, the IRC provides GBV prevention and response services through its Women’s Protection and Empowerment team.

SCOPE OF WORK

The WPE Program Support Officer will be responsible for the administrative and operational running of the WPE program in Mosul, as well as monitoring and evaluation programmatic tasks. The Program Support Officer will be based in East Mosul and will need to travel to areas of operation.

Specific Duties And Responsibilities

Program administration

  • Prepare Purchase Requests (PRs), in line with supply chain requirements, program needs – regularly checking in with WPE Senior Officers on materials needed for center activities and any special sessions/events organized (e.g. IWD, 16 days of activism)
  • Prepare advance liquidations, cash advance requests, and monthly salary payment packages
  • Follow up the progress of the status of administrative and finance matters
  • Track WPE staff leave requests in master tracker
  • Support WPE staff with the preparation and submission of travel authorization document and travel expense reimbursement processes
  • Prepare weekly movement tracker and coordinate with fleet team on any changes in WPE movement
  • Coordinate with relevant IRC departments (supply chain, finance, and human resources) for all WPE administrative and operational matters
  • Participate and provide logistics support for trainings, conferences and seminars held by IRC – including external and internal trainings – securing a venue/hall rental, making transportation, food and accommodation arrangements as needed, preparing stationary and program material as needed (pre/post-tests, attendance lists, certificates, feedback forms)

Monitoring & Evaluation and reporting

  • Ensure that participatory monitoring and evaluation is conducted for all WPE activities
  • Support WPE team in documenting and reporting on program activities, with the provision, collection and storing of attendance forms, surveys, feedback forms, etc.
  • Ensure forms, databases, and record keeping comply with international and IRC standards of working with GBV survivors and maintain the highest levels of confidentiality
  • Support WPE Senior Officers in reporting on community mapping and safety audits activities, and any other relevant GBV assessments
  • Cross check data in weekly reports and correct errors by engaging with relevant staff
  • Test databases provided by M&E team, flag errors, and make necessary suggestions.

Other

  • Support the WPE Senior Manager with other tasks, as needed
  • Ensure all activities are carried out in accordance with IRC Operational policies

KEY WORKING RELATIONSHIPS

Position Reports to: WPE Senior Manager

Position directly supervises: N/A

Other Internal And/or External Contacts

Internal: WPE Senior Officers, WPE Case Workers, WPE PSS Women Officer, WPE Adolescent Girls Officer; IRC Iraq team including other programmes (ERD, Child Protection, and Protection/Rule of Law), M&E, Grants Department, Supply Chain, HR and Finance Departments

External: Close collaboration with other humanitarian actors, local NGOs, UN agencies, government service providers.

Qualifications

REQUIRED QUALIFICATIONS

  • Bachelor’s degree in relevant field (Social Work, Psychology, Sociology, Gender Studies, etc.).
  • Experience in social work, or other related field (minimum two years).
  • Proven experience and skills working with administrative and operational tasks
  • Experience in data entry and analysis, reporting
  • Computer literate; proficiency in Microsoft Office package, specifically Outlook, Word, and Excel
  • Demonstrated ability to motivate, mobilize, energize, and inspire others
  • Demonstrated ability to work in a team, collaborate with others, demonstrate flexibility
  • Excellent practical individual and group facilitation skills, that respect professional boundaries, with diverse individuals and groups
  • Clear understanding of and interest in the wellbeing of women and girls, and supporting their healing after the experience of violence; human rights, gender
  • Understanding of case management, psychosocial support and life skills programming to promote
  • Demonstrated understanding of and ability to maintain confidentiality and respect for beneficiaries.
  • Excellent listening and effective communication skills
  • Fluency in Arabic and English required

Working Environment

  • The position will be based in Mosul and frequent travel to field sites
