Department

The People Management Unit (PMU) is responsible for designing and implementing team management and DEI-related learning events for multiple MSF sections, including the Ways of Working (WoW) courses. The PMU is a global team with team members currently based in North America, Europe, and West Africa. Facilitation teams are recruited and contracted globally.

The PMU’s programs are designed to contribute to the professional development of MSF staff and prepare them for more senior roles, while also contributing to the overall operational success of MSF projects. PMU programs support changes in MSF’s workplace environments and learning culture, as well as foster the implementation of new ways of working within MSF.

Project

The PMU Instructional Design (ID) Team collaborates with content experts and MSF leaders to conceptualize and design training courses, learning activities and related materials that are delivered in digital, virtual, and face-to-face training environments. The ID Team also supports facilitation teams by creating and delivering trainings and materials which build their understanding of the WoW program’s content and core messaging, pedagogical design choices and training methodology.

The ID Team collaborates with the WoW Program Management team to determine delivery platforms, manage course and facilitator materials, as well as update content for specific learning events.

The WoW Learning Officer is critical to ensuring the continued integrity of all PMU trainings and integral to the creation, design and delivery of learning events and materials. The WoW Learning Officer helps define and continuously improve training delivery by providing guidance and oversight on the design and functionality of learning materials, as well as the processes and technology used to deliver trainings.

While highly autonomous, the WoW Learning Officer role is managed by the PMU Instructional Designer

Scope/Tasks

The responsibilities of the WoW Learning Officer are centered on creating and disseminating learning materials (WoW materials include a wide range of print, digital, and media content), and providing technical and logistical support to all PMU programs, participants, and Facilitation Teams.

Create and Disseminate Learning Materials

  • Conceptualize, create, and prepare learning materials for all PMU programs which will engage participants, achieve learning objectives, and remain consistent with the PMU Style Guide. The WoW Learning Officer also:

    • analyzes technical constraints to create user-friendly materials suited to participants working in low-resource settings
    • uses specialized technology and software to create learning materials that are adapted to different learning styles and technical skill levels
  • converts original and revised training materials, learning aids and guides, and communication materials into pdfs and other interactive web-based formats

  • Research, identify and implement within the PMU specialized software that facilitates the design and development of excellent learning materials, with a focus on:

    • creating learning materials and activities that engage participants, encourage peer learning, and explore core theories and concepts
    • ensuring digital materials and learning activities are accessible by computers, tablets, or mobile devices
  • Partner with other MSF units to make WoW programs more accessible and easier to deliver by:

    • identifying opportunities to use existing MSF platforms (i.e., SharePoint, Tembo, Souk, etc.) to deliver PMU materials, learning activities and resources
    • developing and supporting tools that foster ‘Communities of Practice’ and ‘Peer-to-Peer Learning’ opportunities

Provide technical and logistical support

  • Serve as the primary contact for Technical Producers, ensuring they can deliver virtual training programs and fully support co-facilitators and participants by:
    • designing and delivering a virtual training program for new Technical Producers
    • providing all Technical Producers with briefings and technical orientations before each learning event and remaining available for ongoing support
    • identifying solutions and training to the technical challenges faced by Technical Producers
  • Analyze and address technical and contextual constraints faced by participants and Facilitation Teams, and identify solutions to ensure learning events can still be delivered successfully by:
    • assessing and troubleshooting technical issues with local and regional IT partners to allow participants in low-resource settings to attend WoW programs
    • supporting Facilitation Teams during ‘virtual check-ins’
  • Review how WoW programs are delivered, adapting, and improving processes and systems by researching and implementing solutions, including:
    • documenting and explaining technical instructions to Facilitation Teams
    • incorporating software updates and/or revisions made to learning methodologies or training delivery processes into WoW learning materials and technical instructions
    • assisting the WoW Program Management team to provide participants and Facilitation Teams access to all WoW program materials and resources

WORKING ENVIRONMENT

Extent of Public Contact

The WoW Learning Officer has limited, if any, public contact. Questions related to PMU programs will be referred to the PMU Director or WoW Program Manager. Questions related to program content and design will be addressed by the PMU Instructional Designer.

Within the MSF movement, the WoW Learning Officer may interact with all levels of staff, field workers and colleagues primarily within OCP, but training interaction may also include participants from other OCs, Epicentre and/or the MoH.

Working Conditions, Travel and Environment

In 2023, it is anticipated that this position will be based in one of MSF-USA’s hubs, although other MSF locations will also be considered. The work location of this role may be reviewed in 2023 or 2024.

While performing the duties of this job, the WoW Learning Officer is required to sit (or stand) for extended periods. Must be available to work before 9:00 am, and after 5:00 pm or on weekends, as required. Some flexibility required as not all MSF offices, missions, team members and collaborators may be available during regular U.S. EST working hours.

The WoW Learning Officer should be prepared to work several days a week from an MSF office. If working in the United States, this will require two days mandatory work from an MSF-USA office (Tuesdays and Wednesdays). As such, the WoW Learning Officer’s working environment must be conducive to working independently and attending virtual meetings, including access to high-speed internet, and allowing for focused and uninterrupted periods of time.

It is not anticipated that the WoW Learning Officer will be required to travel to the field.

WoW LEARNING OFFICER PROFILE

Qualifications

REQUIRED/ESSENTIAL

  • Knowledge of WoW programs or other MSF management and DEI programs
  • Previous experience designing and managing multiple versions of learning materials. Experience working with virtual learning and digital learning highly regarded.
  • Minimum 2 years’ MSF experience in the field and/or HQ
  • Project management skills with the ability to track progress across several concurrent activities
  • Ability to develop strong relationships with a small diverse team and multiple collaborators
  • A strong communicator, at ease working with individuals and groups, comfortable presenting information in different ways and able to share technical concepts in straightforward language.
  • Highly proficient using computers and able to quickly learn how to use the software applications used by the PMU, including Sharepoint, Microsoft Office and Teams, Zoom, and other e-learning technologies
  • A passion and commitment for the mission and values of MSF, including a commitment to Diversity, Equity, and Inclusion

PREFERRED

  • Experience working with an international development or humanitarian agency
  • Able to troubleshoot technical issues (including software / hardware / internet connectivity), and quickly identify solutions – especially with non-technically inclined clients
  • Professional fluency in more than one language (English, French, Arabic, Spanish)
  • University degree or technical school certification – preferably in a management related discipline (HR, Business, Administration, Learning and Development), or another relevant technical subject
