World Vision International Middle Eastern and Eastern Europe Regional (WV MEEER) Office is inviting potential suppliers to submit the Request for Proposal for MEAL Services Consultancy.

World Vision International is a Christian, Community-based and Child-Focused organization working in 100 countries around the world, serving to and partnering with all people regardless of religion, race, ethnicity, capacity, background or gender. Serving the most vulnerable children in the toughest places, in Middle East and Eastern Europe Region (MEER) World Vision is leading the way in contexts of high fragility and gender disparity, supporting children on the move and affected by armed conflict, in a region beset by climate change and now a global pandemic.

WV MEER is seeking to collaborate with MEAL service contractor(s), to enable MEER Field Offices to effectively demonstrate evidence of impact and assure the quality of field/programme interventions.

WV MEEER offices are based in following countries and areas in the region:

1. Afghanistan
2. Albania
3. Armenia
4. Bosnia
5. Cyprus
6. Georgia & Abkhazia
7. Iraq
8. Jordan
9. Jerusalem, West Bank and Gaza
10. Moldova
11. Lebanon
12. Romania
13. Syria
14. Turkey
15. Ukraine
16. Yemen

Objective:

Provide MEER Field Offices with accessible, proven and effective MEAL services.

Scope:

The contract will appoint a supplier to provide a range of monitoring, evaluation and research services to 16 Field Offices in Middle East and Eastern Europe region. Requested services may include:

• M&E System and Framework Development
• Baseline and Endline Evaluations
• Third-Party Monitoring
• Field Monitoring and Data Collection Services
• Data Quality Assessment
• Program Performance Evaluation
• Data Analytics and Visualisation
• Impact Evaluation and Assessment
• Technical Assessments and Feasibility Studies
• Market Research and Assessment
• Mass Communication Studies
• Applied Economic Research
• Strengthening local capacity in MEAL

WV is committed to gender equality and social inclusion (GESI), accordingly, the contractor will be required to indicate how they will ensure GESI considerations inclusion/integration throughout the provision of services.

The consultant company need(s) to have the following knowledge and experience:

1. Demonstrated experience (minimum 5 years) in MEAL
2. Demonstrated experience in client-facing research advisory roles
3. Demonstrated knowledge and skills in methodology development, data analysis, and data management, both quantitative and qualitative
4. Demonstrate knowledge in statistical sciences and software for statistical sciences
5. Strong understanding of GESI, Safeguarding and Do no harm approaches in MEAL
6. Demonstrated experience in effective, quantitative and qualitative data collection and analyses
7. Foundational understanding of WV’s Learning throug​​h Evaluation with Accountability and Planning (LEAP) approach and core project models.

Submission of Proposal: Interested Companies should submit the following set of documents to participate in the selection process:

1. Technical Package:

• Certified copy of a certificate of business registration
• Certified copy of tax registration, tax clearance certificates or similar documents if available
• Provide information on ownership structure (Name of directors of the company / Owners and their ID)
• Company Profile
• List of similar projects executed in last 5 years.
• Reference letters from minimum 2 previous clients.
• Filled and Signed the Vendor Registration Form (Attachment #1)

2. Financial Proposal in USD– Prices should be given per scope, unit price per consultant per day.

Price in USD

Please note that the final prices for requested services will be developed based on the specific TOR and will also include costs related to transportation, accommodation and logistics as well as VAT if applicable. Prices should be given inclusive of required taxes.
