OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The objectives of the Country Readiness Strengthening Department include the development and strengthening of core national capacities necessary to mitigate and respond to emergency risks and vulnerabilities. The Department prioritizes support to the most vulnerable and low capacity countries.The Health Care Readiness (HCR) Unit enhances readiness measures through the development of technical and clinical care standards addressed from a person-centered and system’s perspective. The unit includes the promotion across partners and regional offices of capacity building and rapid deployment of health care experts and teams as surge capacity to provide both immediate, short-term care in order to reduce the loss of life and prevent long-term disability in different emergency scenarios.

Description Of Duties
> Provide technical support to the overall programme management, work planning, grants management, budget, day-to-day operations, monitoring and evaluation of work plans to ensure the effective execution of the outbreaks and health emergencies programmes.
> Collaborate, with the technical lead, other team members and other teams, in the development, implementation, monitoring and evaluation of the technical, operational and HR work plans.
> Provide support to the HRC unit for development and management of online project management system including document reference management.
> Coordinate the analysis, consolidation and dissemination of information on programme management. Contribute to the preparation of monitoring and progress reports, briefings, proposals, reports, communications and advocacy documents required for strategic decision making.
> Ensure proper use of designated funds to achieve results as per defined indicators; underpin compliance with project management principles.
> Liaise with finance and Resource Mobilization Officer to secure funding for needs; with sustainable, predictable financing for programme activities.
> Coordinate with technical lead and human resource officer recruitment and management of human resources
> Coordinate and attend technical and project management meetings as required, coordinate relevant activities, ensure documentation and follow-up on agreed action points with relevant stakeholders.
> Develop flexible and innovative solutions to support WHO’s outbreak and health emergency operations, in line with the IMS standard operating procedures (SOPs).

Required Qualifications

Education

Essential: A first university degree in management, administration, health policy/planning, economics, social development, social sciences or international relations from a recognized/accredited institute.

Desirable: Formal training in project management

Experience

Essential: A minimum of five years’ experience in project management with experience planning, grant management, budget, finance and/or related field, including sound understanding of resource mobilization. Related experience in the context of outbreaks and/or emergency programmes. Demonstrated exposure at the international level.

Desirable: Relevant work experience in WHO, other UN agencies, Health Cluster Partners, recognized Humanitarian Organizations or relevant nongovernmental organizations.

Skills

Proven knowledge of project management, budgetary, financial, practices and the ability to develop improved systems that support these processes

Strong analytical skills and ability to analyse and synthesize information from multiple sources

Excellent knowledge and expertise in project design, monitoring and evaluation

Strong professional skills in the development of reports and persuasive documents

Capacity to provide administrative support as needed

Knowledge of reference management systems an asset

Familiarity With WHO Systems And Procedures Is An Asset

Strong technical skills for Microsoft, sharepoint and other systems

Sound skills in utilizing Enterprise Resource Planning Oracle systems or similar packages

Strong computer skills in office applications including Excel, PowerPoint, and Word.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3730 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
