The Alliance for Child Protection in Humanitarian Action

Background and Role Purpose:

The Child Protection Minimum Standards Working Group (CPMS WG) of the Alliance for Child Protection in Humanitarian Action is seeking an advocacy and outreach-focused consultant to support an ongoing project on Working Across Sectors for Children’s Protection.

A strategic priority for the Alliance is to ensure that children’s protection and well-being are prioritised within cross-sector collaboration, including within multi-sector and integrated programmes, and across all humanitarian action (Strategic Priority 3). The CPMS WG has been leading a project to advance this goal; From 2021-2022, the CPMS WG led inter-agency, multi-sectoral consultations with nearly 400 stakeholders to identify barriers, opportunities and key priorities for cross-sectoral work that centres children’s protection and well-being. As a result of these consultations the Inter-Sectoral Framework for Advancing Children’s Protection and Well-being (Framework) was launched.

The Framework has been used internally by the Alliance and some members to guide the implementation of related projects, inform the prioritisation of some new projects and funding proposals, and provide the structure for the Alliance’s strategic plan on cross-sector collaboration. However, the Framework is still not widely known amongst practitioners. In particular, it has had limited exposure and uptake in the work of other sectors. The CPMS WG has four priority sectors – Education, Camp Management, Health and Food Security – and seeks to build greater commitment amongst these sectors to joint action for children’s protection, in line with the Framework.

The CPMS WG is now looking for a consultant to lead an inter-agency, multi-sectoral engagement, outreach, and feedback process to

1) promote the Framework to stakeholders in other sectors, including education, health, camp management and food security,

2) gather feedback on how it might be improved, and

3) identify and develop tools to ensure better uptake across sectors and commitment to joint action to advance children’s protection and well-being.

Timeframe:

This consultancy is planned for 1 March – 30 July 2023 and includes approximately 60 days of work. The exact number of days and a workplan will be agreed with the successful candidate. Applications will be reviewed on a rolling basis and priority given to candidates with immediate availability.

Key Tasks and Deliverables:

  1. Consultation and feedback Plan: Develop – with inputs CPMS co-leads, SP3 Coordination Group, and key Alliance stakeholders – an inter-agency outreach and feedback plan for the Inter-Sectoral Framework for Advancing Children’s Protection and Well-being. The plan will have a tailored approach for each sector and build upon and link with existing partnerships and initiatives.

  2. Consultations and feedback report: Lead feedback sessions with priority sectors and analyse resulting data to inform revision of Framework and development of related tools. Draft short report with recommended areas for revision of the Framework and a list of tools to be developed.

  3. Revised Framework and new tools: Revise Framework and develop new tools, based upon feedback, to support greater uptake amongst other sectors. Revision and new tools should explore ways to strengthen other sectors’ commitment to cross-sector collaboration and action to advance children’s protection and well-being. New tools might include advocacy briefs for use by other sectors, programmatic checklists, and more.

  4. Outreach and events for revised framework and new tools: Support re-launch and outreach related to revised Framework and new tools. This might include joint actions with other sectors.

Reporting lines:

This consultant will report to Susanna Davies, co-lead of the CPMS Working Group on behalf of Save the Children. The consultant will collaborate with: CPMS Team and Working Group, SP3 Coordination Group, and other key stakeholders with the Alliance. Key focal points for other sectors will also be identified.

Consultant Profile Needed:

  • Solid experience conducting transparent, participatory feedback processes on global policy or technical guidance documents, including data collection and analysis skills
  • Advocacy and outreach skills, including how to tailor messaging to engage different groups of stakeholders
  • Superb written and oral communication skills in English
  • Knowledge of the Minimum Standards for Child Protection in Humanitarian Action, Sphere and related humanitarian standards
  • Knowledge and experience of both child protection and at least one other sector (especially education, health, camp management or food security) in humanitarian settings is preferred
  • A commitment to excellence & attention to detail
