POSITION MANDATE
The Workforce Planning & Development Specialist will play a key role in supporting and leading internal analysis of USAID’s workforce that work on private sector engagement (PSE). The Specialist will perform analysis and provide support related to more than one of the PSE Hub’s program areas including: recruiting, staffing, training/development, performance management, employee engagement, organizational development, and workforce planning.

This is a full-time position, based in Washington, DC. Position will be hybrid and expected to work in-person at the Ronald Reagan Building 3 days a week.

OUTCOMES / ESSENTIAL FUNCTIONS

Essential functions for this role fall into two primary categories:

  • Data Monitoring and Analysis

    • Facilitate the Future Workforce team’s private sector engagement-related data collection strategy; participate in the development, review, and finalization activities of quantitative and qualitative analytics projects related to the future workforce initiative.
    • Future workforce planning: implement methods to capture, monitor, evaluate, forecast, and report progress toward achieving strategic private sector engagement workforce objectives.
    • Knowledge management: contribute to the coordination, research, stakeholder engagement, analysis and deliverable development for knowledge management activities, strategic reviews and similar activities;
  • Training Development Services

    • Training Monitoring: Develop and improve the Future Workforce team’s instructional design content. Support the sustainability of Hub-owned learning products. Track training statistics.
    • Provide consultations to others in the PSE space on how they can build workforce capacity within their respective portfolios; be responsible for working with other PSE Hub team members to capture requirements for quantitative and qualitative data analytics products and learning goals.
    • Communications: Contribute to the coordination, planning, and delivery of priority USAID PSE events especially related to PSE competencies.
    • Use Articulate Storyline program to maintain existing content and design new content.

REQUIRED EDUCATION & EXPERIENCE

  • Bachelor’s degree required
  • At least 5 years of progressive experience in relevant technical area, preferably in a management consulting and/or instructional design context
  • Prior experience working in corporate space, within development, and/or developing and presenting training content a plus
  • Effective communication and presentation skills (written and oral), and interpersonal skills
  • Experience in communications, data management, user-centered design, knowledge management, instructional design and learning management, logistics support, and drafting for scopes of work
  • Detail oriented and organized;
  • Strong skills in effective client relationship management;
  • Ability to work independently (self-motivated and self-directed) and collaboratively and keep to tight timelines;
  • Ability to obtain and maintain a Facilities Access Clearance (FAC).

PREFERRED EDUCATION & EXPERIENCE

  • Conversational fluency in a foreign language (French, Spanish, or Arabic preferred)
  • Proficient with Google Suite
  • Proficient with Articulate Storyline and Rise; Certificate in Articulate 360 preferred
  • Familiarity with creating content on a learning management system Data analysis
  • Prior USAID experience is strongly preferred.
  • Active FAC preferred.

TRAVEL EXPECTATIONS
Ability to travel up to 20% internationally on short notice required.

WORK ENVIRONMENT & PHYSICAL DEMANDS
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.

WORK AUTHORIZATION / SECURITY CLEARANCE
US work authorization required. Active FAC preferred.

SALARY RANGE
$57,000 – $67,000/year
