Workforce Development Supervisor

Job Summary: Our Economic Empowerment team is seeking a Workforce Development Supervisor to lead IRC Oakland’s Career Development programming. The Workforce Development Supervisor will work closely with our early employment, employer engagement, financial capability, and small business development programs to ensure that program participants have access to a wide variety of high-quality opportunities to attain self-sufficiency.

Major Responsibilities:

  • Oversee IRC Oakland’s Career Development program activities, plan outreach activities, evaluate the need for and distribute client financial assistance, ensure programs’ data quality including quarterly internal audits and outcomes monitoring.
  • Oversee career program grants from multiple funding streams including WIOA Adult, WIOA Youth, Office of Refugee Resettlement and private foundation grants.
  • Work closely with Early Employment and Employer Engagement teams to ensure quality service delivery flow, client referrals across teams and programs as well as streamlined data sharing and management.
  • Represent IRC Oakland’s Career Development Programs at partner and external stakeholder meetings and events; serve as main point of contact between Career Development, other IRC departments and partners.
  • Develop and implement process improvements to increase efficiency and quality of career development programs as well as create and maintain resources to help navigate grant requirements, outcomes and data systems.
  • Provide one-on-one counseling and case management to help program participants with career planning, career development, accessing skills training and attain economic self-sufficiency; follow-up with all clients regularly and record all contact in compliance with contractual requirements.
  • Supervise and train Career Development staff and ensure delivery of high-quality employment services as described above
  • Regularly monitor program outcomes and grant deliverables to ensure they are met in accordance with donor and grant requirements.
  • Ensure that information required for program eligibility and reporting purposes is collected and that accurate records are maintained, including case files and client data entry
  • Other duties as assigned

Position Reports to: Workforce Development Manager

Position directly supervises: Career Development Specialists

Job Requirements:

  • Associate’s or Bachelor’s degree preferred
  • 2+ years’ experience in the non-profit sector preferred
  • Prior experience working with limited-English-proficient and low-income populations preferred
  • 2-4 years’ experience with employment counseling, case management, or coaching required
  • Strong written and verbal communication skills, including ability to make presentations
  • Proficiency in a relevant language (i.e. Tigrinya, Dari, Farsi, Spanish, Arabic) preferred

Working Environment: Hybrid remote/in-person office environment. Occasional travel to off-site locations is required.
