The brutal economic collapse has had severe social and humanitarian consequences, disproportionally affecting vulnerable groups especially women and youth. Vulnerable groups including women, youth among others have been bearing the brunt of the crisis: women unemployment rates reached as high as 32% [2] , exacerbating the existing gender gap.
UNDP Lebanon is implementing a comprehensive approach that would foster women equal access to resources, tools, and economic opportunities (markets) that would enable them to do business better, while making sure that institutions (public and private) are more responsive to women’s needs and are able to provide them with the needed tools, systems, and opportunities to be the main drivers of their economic success and empowerment. Emphasis will be put on supporting the most vulnerable women to improve their economic opportunities and their access to and control over productive assets and income.
By supporting women access to economic opportunities, the project will be supporting job stabilization as well as job creation directly and indirectly, thus contributing to poverty reduction. More specifically, by providing women with the tools to compete nationally and internationally, and by ensuring they are prepared i.e., their products and services have the needed quality to enter markets and generate opportunities, the project will ensure that women-led businesses can continuously generate the needed income to grow and sustain livelihood, thus contributing to poverty reduction. Furthermore, the various skills trainings provided for women in will also bridge the gap between the supply and the demand sides of the job market, thus directly supporting target beneficiaries in accessing employment.

Scope of Work
Under The Guidance And Supervision Of The Project Manager, UNDP Lebanon Is Seeking a Women’s Economic Empowerment Analyst To Effectively Design, Implement, And Coordinate Programmatic Interventions To Support The UNDP Women’s Economic Empowerment Through Advancing Women-Led Enterprises In Lebanon Project. The Personnel Will Be Supporting The Below Key Functions
- Manage Gender Strategy and Planning
- Oversee and monitor the development and implementation of the “gender and social inclusion “analysis conducted by the external consultant and lead on the coordination and monitoring of all stakeholder interviews, validation of data collection methodology, review of all gender analysis and validation of recommendations. More specifically, the gender analyst will be responsible for the development of the gender analysis toolkit, namely the research and outcome/analysis overarching questions.
- Lead the design and draft of project’s gender strategy and action plan based on the results of the “gender and social inclusion” analysis conducted by the consultant. The gender strategy should mirror the project’s log frame and include the development of gender specific project components which are in line with the project document.
- Lead the design, implementation, monitoring and evaluation of gender-transformative approaches. This will include ensuring the development and execution of strategies that aim for structural changes in gender equality, going beyond addressing immediate gender disparities to tackle root causes of gender inequality.
- Lead focus group discussions with women-led SMEs and associations when and as feasible, or otherwise provide guidance/training to local implementing partners on how to conduct interviews and focus groups and how to report on them.
- Integrate gender considerations across all project’s studies, analysis, and plans. Identify and address any gaps or challenges in mainstreaming gender in project’s activities and plan, adjusting strategies and approaches as needed and based on the changing development landscape.
- Support the project manager in assessing the gender capacity of national institutions with the aim of introducing the corresponding gender related systems, knowledge, and capacity. This will include conducting a thorough analysis on the capacity of each institution.
- Facilitate in Gender Research and Analysis
- Work in close coordination with the Economist and the MEL team for the development, collection and population of gender disaggregated socio-economic indicators that will be used to monitor the gender impact of all programs and activities. This will include the development of comprehensive gender and inclusion related indicators, which should be informed by the intersectional gender and social inclusion analyses.
- Facilitate in maintaining and updating database of women-led SMEs.
- Contribute to research, analysis, and development of evidence-based recommendations on the programs and activities linked to institutionalizing gender in public and financial institutions.
- Compile and share international best practices on trade related projects supporting women-led SMEs across productive sectors.
- Conduct desk review to identify the type of support provided to women-led SMEs in the identified economic sectors and integrate findings in program design.
- Review the content of the business matchmaking platform and ensure it is gender inclusive.
- Monitor events and indicators that might lead to a change in gender policies, laws, and regulations at the national level.
- Track progress and provide data on gender and advocacy issue.
- Provide Technical advisory support.
- Conduct desk review to identify the types of gender related trainings provided to financial institutions and develop the TOR of the gender financial expert that will work on integrating gender in financial institution.
- Lead the development of the terms of reference for the institution / consultant that will be responsible for developing and implementing the financial literacy and investment readiness skills for women SMEs. Monitor the implementation of the training program and follow up on monitoring / evaluation and assessment of training.
- Develop and manage the implementation of technical tools and initiatives, advice and guidance promoting women’s economic empowerment and gender-responsive results across all project activities. This will include drafting gender guidelines, SoPs, and materials for the use in the implementation of project activities.
- Provide strategic support and technical support for targeted national institutions for increased gender integration.
- Regularly identify constraints currently faced by women entrepreneurs in both starting and scaling their businesses, and opportunities for addressing these constraints through formal (i.e., policy changes) and informal (i.e., mentorship networks) remedies.
- Ensure quality assurance of gender marker for the project.
- Perform other duties, as may be required by the Supervisor.
- Oversee Monitoring, Evaluation and Reporting
- Design and suggest all gender related indicators for all project activities.
- Populate and update the M&E framework and include the type and level of disaggregated data to be used based on findings from the research and gender analysis conducted.
- Develop M&E tools from gender perspectives to monitor gender indicators and collect gender-disaggregated data.
- Accompany project’s partners and consultants to collect and analyze gender-disaggregated data according to the monitoring and evaluation framework of the project.
- Provide inputs for quarterly, annual and donor reports on the state of gender integration and gender equality results, with a focus on women’s economic empowerment.
- Lead the monitoring of the implementation of all gender related trainings in all institutions.
- Manage Knowledge Management and Communications
- Develop concept notes for technical workshops/webinars/side-events related to the work.
- Actively contribute to the development of the project’s communications strategy, plan, and communication material from gender perspectives.
- Ensure that lessons learned from UNDP’s experience in the field of gender and social inclusion are well collected and documented, including for externally oriented communication and knowledge products.
- Map partners for effective gender and social inclusion programming by the CO
- Contribute to gender and social inclusion learning among staff and ensure that gender and social inclusion is considered as cross cutting theme in programmatic and operational activities.
- Ensure that all communication materials include gender considerations and highlight gender impact.
- Ensure the development and implementation of campaigns on gender equality, including digital campaigning, with a focus on ending GBV, women’s public and political participation, and women’s economic participation.
- Develop lessons-learned from the project activities, including through case-studies related to women economic empowerment.
- Facilitate in Stakeholder Coordination
- Guide the project manager in identifying NGOs, women’s associations, or groups whose work focuses on gender and the specific area of intervention that can be leveraged with them during project preparation and implementation. Maintain with the Economist database of all women-led associations and NGOs.
- Identify and link to related ongoing activities within other institutions (UN agencies, women-led local NGOs/CSOs, and relevant national/sub-national stakeholders including the corporate/private sector) and encourage collaboration and synergies when needed.
- Lead on the development and implementation of consultations with women-led SMEs and associations
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The selected incumbent will be working under the overall guidance and under the direct supervision of the UNDP Project Manager

Min. Education Requirements
Minimum Qualifications of the Successful NPSA
- Advanced university degree (master’s degree or equivalent) in Gender Studies, Political Science, Public Policy, Development Studies, Economic Development, or any other related field, or
- First level University degree (bachelor’s degree or equivalent) in the above-mentioned fields with additional 2 years of relevant experience will be given due consideration in lieu of the advanced university degree.
Min. Years Of Relevant Work Experience
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of progressive relevant experience in advancing gender equality and women’s economic empowerment.
Required Skills
- Strong record in conducting and leading on gender-based research, working with government institutions and private sector stakeholders, engaging with SMEs, and advising on gender related policies.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Zoom, and Skype.
Desired skills in addition to the competencies covered in the Competencies section
- Proficient in research methodology, including data collection, designing, and executing surveys, interviews, focus groups, and analysing both quantitative and qualitative data.
