The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, emergency preparedness and response and governance in Fiji. The Facility also supports the Australia Awards in Fiji and Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability and social inclusion, climate change and Disaster Risk Reduction, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

The Institutional Partnerships Program (IPP) partners with the Government of Fiji to deliver assistance in targeted areas where Australia is well placed to support Fiji navigate the economic impact of COVID-19: through government twinning partnerships, technical assistance and grants that can be mobilised quickly to support Fiji’s ongoing stability, prosperity and resilience to shocks. The Fijian Government views an effective and accountable public sector as vital to its goal of a prosperous and stable country.

As part of its portfolio of work, the Facility administers a fund, on behalf of the Australian Government, to rapidly mobilise local and international experts to support the implementation of Fiji’s priority policies and reforms in agreed areas, including public sector performance, governance and economic recovery and growth.

The Position

The Performance Management Adviser is responsible for providing an effective review of the Performance Management Framework (PMF) that was implemented by the Government of Fiji in 2017. The position will identify key strengths and weaknesses of the current PMF and Transitional Agreement and propose recommendations to improve the quality and value of the Framework. Through the Framework, the position will also ensure performance management is implemented correctly with specific objectives tied to the strategic and operational plans. The successful candidate will work in close collaboration with and be supported by the Policy team in the Ministry of Civil Service.

The Person

To be successful in this role, the candidate will have a bachelor’s degree in Human Resources, Business Administration or related field. A postgraduate qualification in similar fields or equivalent will be advantageous. They will have a minimum of eight (8) years specialist experience in Performance Management.

The ideal candidate will have extensive knowledge of performance management concepts, theories, related practices, and tools, with substantial experience in incorporating these into business focused solutions. You will demonstrate good knowledge of general HR concepts, theories, legislation and practices.

Previous experience working in the public sector or large-scale organisations is desirable.
