The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility integrates cross-cutting themes across sectoral programs, including gender equality, disability and social inclusion, climate change, emergency preparedness and response, and civil society engagement. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries, including those who are often marginalised.

The Institutional Partnerships Program partners with the Government of Fiji to deliver assistance in targeted areas where Australia is well placed to support Fiji navigate the economic impact of COVID-19: through government twinning partnerships, technical assistance and grants that can be mobilised quickly to support Fiji’s ongoing stability, prosperity and resilience to shocks.

The Position

Reporting to the Fiji Permanent Secretary for Economy, the Whole of Government Payroll Adviser is responsible for undertaking a cost-benefit analysis exercise in the review of the current payroll system while taking into consideration other core government information systems, including the Human Resources Management Information System and Finance Information Management System. The Adviser will be working with finance departments in various Line Ministries to identify the current bottlenecks – this requires reviewing utilisation of both the payroll and financial management information system (FMIS).

The Adviser will have a sound understanding of Public Financial Management and core systems and require well-developed skills and experience in having reviewed systems previously.

The Person

We are seeking candidates who have strong, interpersonal skills and are politically astute while successfully building and managing relationships with a broad range of stakeholders, including senior Ministry staff.

To be successful in this role, you will hold university qualifications related to accounting or business administration and/or equivalent senior experience in payroll information systems and implementation. Ideally you would also have significant experience in the implementation of systems in a large, complex organisation. You will have a proven record of achievement in documenting business processes and identifying bottlenecks and opportunities for improvement, particularly through the use of technology.

The successful candidate will be required to demonstrate a strong understanding of payroll and finance systems and processes and significant experience in change management, including advising senior management on risks and implementation requirements for major change.
