The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs in critical areas including health, education, emergency preparedness and response and governance in Fiji. The Facility also supports the Australia Awards in Fiji and Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability and social inclusion, climate change and Disaster Risk Reduction, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

The Institutional Partnerships Program (IPP) partners with the Government of Fiji to deliver assistance in targeted areas where Australia is well placed to support Fiji navigate the economic impact of COVID-19. This is achieved through government twinning partnerships, technical assistance and grants that can be mobilised quickly to support Fiji’s ongoing stability, prosperity, and resilience to shocks. The Fijian Government views an effective and accountable public sector as vital to its goal of a prosperous and stable country.

The Position

In consultation with the Ministry of Civil Service and the Ministry of Communications, the Whole-of-Government Business Process Systems Architect (the Systems Architect) will plan, design, and implement systems in line with the core BPI framework and Whole-of-Government service requirements. The aim is process automation that will replace and improve inefficient processes, to reduce operational costs and improve Whole-of-Government (WoG) service delivery.

This critical role reports to the Permanent Secretary for Ministry of Civil Service. The Business Process and Systems Architect will analyse proposed processes and outcomes and advise on the right combination of custom IT systems and components to achieve specific business, department, team, or functional goals. Once agreed, the Business Process and Systems Architect will provide oversight of planning, design, and implementation of new systems

The expected outputs and outcomes of this role are:

  • Undertaking analysis and providing advice to the Government of Fiji on IT systems solutions to automate priority business process in line with the BPI framework and Whole-of-Government service requirements.
  • Leading planning, design, project management activities for new custom systems to automate the agreed business processes.
  • Providing oversight and support of agreed in-house systems implementation
  • Effective liaison with key stakeholders to ensure they are informed of changes, risks, and opportunities to enable successful delivery of improved business process and systems.
  • Providing training and support to key stakeholders to ensure the successful implementation of the new business process and systems.

The Person

The ideal candidate will have:

  • Advanced degree in computer science, engineering, information technology, data science or equivalent work experience.
  • At least 10 years of experience working in a systems architect role, preferably implementing systems for and across Government departments.**
  • Experience in full cycle implementation of large-scale systems
  • Experience implementing multiple data source middle tier architecture
  • Strong knowledge of technical change processes
  • Ability to explain complex technical concepts to a broad audience
  • Willingness and enthusiasm to act as a champion for gender equality, disability and social inclusion and safeguarding including child protection and the Prevention of Sexual Exploitation Abuse and Harassment
  • Familiarity with local Fijian government functions and systems would be an advantage.

You will be required to demonstrate commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection and the Prevention of Sexual Exploitation Abuse and Harassment (PSEAH).
