Overview

Consultant will be expected to have the skills, qualifications, experience, education and general expertise necessary to provide environmental compliance and oversight support to UASID-funded Creative projects operating in Benin, Burkina Faso, Cote d’Ivoire, Ghana, Niger, Nigeria, Senegal, Togo, and elsewhere in the West Africa region as needed.

Estimated period of performance: March 1, 2023 – February 28, 2024

Estimated Level of Effort: up to 90 days

Responsibilities

Illustrative Tasks to be Performed

  1. Provide ongoing advising services to the project on issues of environmental impact assessment, mitigation, and monitoring for USAID projects
  2. Develop and produce documents for initial environmental assessments, EMMPs, WQAP, PERSUAP, and others as needed.
    1. Draft the appropriate Environmental Review Forms (ERF) templates for grants administrators to apply to ongoing concept notes and grants programs
  3. Support field teams to develop EMMP checklists
    1. Facilitate trainings for project staff on using of forms and other environmental mitigation and monitoring needs
    1. Update templates or documents on an as needed basis
    1. Travel to the field to complete due diligence on tools development and compliance issues, trainings

Results and/or Deliverables

  1. Produce initial environmental assessment, EMMP, WQAP, PERSUAP, and other documents necessary.
  2. Provide drafts of ERF templates for each value chain on the project
    1. Provide training materials for either virtual or in person trainings
    1. Provide virtual and/or in-person environmental impact assessment trainings
    1. Provide ERF templates and document developments to USAID. Refine considering USAID comments and submit final versions
    1. Review ERFs submitted by applicants and provide comments

Work Assignment

Consultants with the requisite qualifications will be given a blanket consulting agreement under which specific work assignments will be ordered on an ad hoc basis, subject to project needs and consultant’s availability. Consultants may be required to compete against other similarly qualified consultants, though generally work will be assigned and negotiated directly with the consultant.

Other Matters

The consultant will report to the Deputy Chief of Party or Operations Manager of the project issuing the Work Order.

Some travel may be required. If required, the consultant’s travel will be arranged through HQ.

Qualifications

Minimum requirements

Education:

  • A Bachelor’s Degree with a major in Environmental Conservation, Biology, Chemistry, or other related fields

Skills and experience:

  • At leastten (10) years of experience in environmental compliance or related fields.

  • Knowledge of the West-Africa Region and experience with international development projects in West Africa

  • Previous experience with USAID or USAID-funded projects preferred

  • Significant experience with USAID environmental compliance requirements

  • Demonstratedexperience workingin complex environments, workingacross different cultures,and delivering impactswithin agreed timelines

Language:

  • Professional level of oral and written fluency in English
  • Professional level of oral and written French preferred
