- Who is JIPS?
JIPS is an interagency service established in 2009 to bring governments, communities, humanitarian and development actors together to collaborate towards collective outcomes and durable solutions to displacement situations. It does so by supporting collaborative and responsible data processes including profiling, developing the capacities of governments and key stakeholders, and advancing global discourse towards sound global standards. Field-focused and committed to enhancing local ownership and capacity, JIPS is a globally recognised impartial broker that draws on extensive field experience in diverse displacement contexts and a unique combination of technical, soft and political skills to drive change in the contexts it supports and the global discussions it informs.
- Purpose of the consultancy
At JIPS, we are planning to upgrade/redesign our websites (JIPS website and the JIPS Essential Toolkit) and to revise our overall digital platforms strategy to ensure strong visibility and to best serve our audiences through our digital content. For this purpose, we have initiated an evaluation process starting with an internal analysis based on website analytics and search performance indicators.
The objective of this consultancy is to support JIPS to complement and expand the internal evaluation with user research and a broader website trends analysis relevant to JIPS as per our organisational strategy 2021-2023, to be condensed into a comprehensive evaluation report. It further involves developing the roadmap for JIPS’ sites upgrade/redesign process and elaborating JIPS’ enhanced digital platforms strategy, including the new sites architecture. This will lay the foundation for the second stage in the project focused on designing, building and implementing JIPS’ new digital presence, planned for 2023 (not included in this consultancy).
- Main tasks and deliverables
With a dedicated focal person in JIPS (Head of Knowledge Sharing & Communications), and in close cooperation with the KS&C team and other JIPS colleagues as relevant, the Consultant is expected to perform the following key assignments:
- User research and website trends analysis: this will involve preparing, implementing, and documenting a series of key informant interviews and/or focus group discussions with key user groups (list provided by JIPS); analysing the results and extracting key insights
- Comprehensive evaluation report: this will involve report writing, enriching JIPS’ existing draft internal evaluation 2021-2022 (based on desk review, quantitative metrics, SEO audit results from 2020) with the above-mentioned qualitative analysis and extracting insights and recommendations for JIPS’ new digital platforms strategy and sites architecture, taking into account JIPS’ 2021-2023 organisational strategy and the accompanying communications strategy, its branding and tone of voice
- Roadmap and architecture: this will involve upgrading/redefining JIPS’ digital platforms strategy and digital sites architecture, as well as planning the way forward to pave the way for the second stage of JIPS’ websites project, planned for 2023
- Project management: this will include ensuring an overall smooth, structured and systematic, timely and well documented project and process, as well as transparent and sustained communication, close collaboration with the Head of KS&C and JIPS’ other team members where relevant.
- JIPS responsibilities

JIPS will provide the Consultant with a tool to estimate and track work progress for each assignment, and flag any issues, expected deadlines and upcoming work in a timely manner

JIPS will provide the Consultant with in-house guidelines (brand style guide, editorial guidelines, existing draft evaluations, historic materials, etc.) as well as additional guidance, input and feedback in a timely manner

JIPS will be responsible to point the Consultant to and provide any relevant resources to be used as a basis for the work on the different deliverables
- Duration and timing
The total expected duration to complete the deliverables under this consultancy is __ [CD1] hours over a period of 4 months between September and December 2022.
- Eligibility, qualification, and experience required

Eligibility: The Consultant has the authorisation to work remotely and available to complete the assignment between September and December 2022.

Qualification, experience and skills:
- Strong portfolio in web and UX design, including digital content strategies, website content management, website redesign processes, and related fields
- Experience in web user research and demonstrated strong analytical skills, with the ability to translate insights from user research into website architecture and user journeys
- Demonstrated strong project management and communication capacities, responsiveness, attention to detail, ability to meet tight deadlines while maintaining quality
- Strong knowledge of recent web trends, including site structure, user experience and journeys, interactivity, storytelling, and content strategies
- Experience designing for non-profit organisations or similar websites (universities, research institutes, knowledge management applications, etc.)

Language requirements: proficiency in written and spoken English
- Reporting arrangement
The selected consultant will work under the supervision of:

- There will also be close coordination with JIPS’ Knowledge Sharing and Communications Officer, as well as relevant colleagues in the JIPS’ team depending on the deliverables.
- Confidentiality and ownership
All information presented, obtained and produced is to be treated as JIPS’ property and is considered as confidential for all other purposes than what is outlined in the ToR. The material prepared by the consultant cannot be sold, used or reproduced in any manner (partially or in full) by the consultant without prior permission from JIPS. The editor will be mentioned in the acknowledgments section provided this section is included.
- Remuneration
The consultant will receive 20% of the total fee at the signature of the contract, 40% midway through the time of the contract on delivery of satisfactory deliverables, and 40% on delivery of satisfactory deliverables at completion of assignments.
The consultant’s fee must include all taxes and other changes including any VAT costs. [2]

The administrative proposal must include:

JIPS reserves the right to negotiate based on the availability of the budget allocated to this activity.
